DIVISION 2.1 - - DIVISION – SITE WORKS Site Clearing and Grubbing - Section 2.1 SECTION 2.1 - SITE CLEARING AND GRUBBING DESCRIPTION This work consists of clearing, grubbing, removal of top soil, and removal and disposal of all vegetation and debris within the project limits, excepting those objects designated to remain in place or to be removed in accordance with other sections of these Specifications This work also includes the preservation from injury or defacement of all vegetation and objects designated to remain CONSTRUCTION REQUIREMENTS 2.1 General The Engineer will establish the limits of work and designate all trees, shrubs, plants and other things to remain The Contractor shall protect and preserve all items designated to remain 2.2 2.3 Clearing and Grubbing and Tree Removal (a) All surface objects and all trees, timber, rotten wood, stumps, roots, snags, brush, other vegetation, rubbish, and other protruding obstructions, not designated to remain, shall be cleared and/or grubbed, including disposal as required (b) In areas under roadway embankments, all stumps and roots shall be removed to a depth at least 50 cm below the original ground surface and at least 50 cm below the bottom of the designed lowest pavement layer (c) In roadway cut areas, all stumps and roots shall be removed to a depth of not less than 50 cm below the finished subgrade level (d) All pits, channels and ditches shall be cleaned of unsuitable material (e) Voids left after removal of roots shall be filled with suitable material and compacted Topsoil Stripping (a) In areas under roadway embankments or where designated by the Engineer, the Contractor shall remove the topsoil and dispose it of as directed by the Engineer (b) In general the removal of topsoil shall include only the removal of soil which is sufficiently fertile to encourage or sustain the growth of vegetation (c) Removal of topsoil over any designated area shall be to the depth as directed by the Engineer, and the topsoil that in the Engineer’s opinion can be re-used shall be stockpiled separately from other excavated material TECHNICAL SPECIFICATIONS - DIVISION 2.1 - - DIVISION – SITE WORKS (d) 2.4 Site Clearing and Grubbing - Section 2.1 Where topsoil is to be used for dressing of the slopes of embankment or other areas as directed by the Engineer or as indicated on the drawings, the work of topsoil stripping will be deemed to include stockpiling of topsoil when necessary as well as removal, placing and spreading of topsoil in areas designated by the Engineer In which case, the work shall be measured and paid only under Specification Section 3.5 “Embankment Construction” After spreading, the topsoil shall be raked to form a smooth surface free from weeds, roots, sods and large stones Protection of Areas Designated to Remain In areas designated by the Engineer, the Contractor shall be responsible for the protection and routine maintenance of existing shrubs, trees and grassed areas On completion of the Works these areas shall be returned to the Employer in the same condition as before and any damage due directly or indirectly to the Contractor's operations shall be made good at the Contractor’s own expenses 2.5 Disposal of Cleared Material (a) The Contractor shall have the right to use un-saleable timber (or saleable timber when permission is granted in writing by the appropriate government agency or authority) for his own purposes in connection with the Contract; always provided that he has ascertained and complied with the requirements of the relevant government agency or authority (b) Saleable timber shall be neatly stored in an approved accessible place within or near the right-of-way as directed and shall be trimmed and stacked in accordance with the requirements of the relevant government agency (c) All other timber, except timber to be used, and all brush, stumps, roots, logs, and other refuse from the clearing and grubbing operation shall be disposed of at locations provided by the Contractor (d) The adjacent areas shall be left with a neat and finished appearance No accumulation of debris shall remain on or adjacent to the project MEASUREMENT AND PAYMENT 3.1 Method of Measurement (a) Clearing and grubbing, demolition and removal of existing structures and obstructions, and protection of designated areas, included in the work for Site Clearing, shall be measured in square meters Quantities will be based on the field measurements and volumes approved by the Engineer (b) Topsoil stripping (or Excavation organic soil) include stepped (if need) shall be measured in cubic meters Quantities will be measured and approved by the Engineer (c) Removal or protection of trees, regardless of their size or nature, shall not be TECHNICAL SPECIFICATIONS - DIVISION 2.2 - - DIVISION – ELECTRICAL WORKS 2.3.4 Lighting and Electrical Works - Section 9.1 Materials for Navigation light Document belongs to bridge construction 2.3.5 Materials for Poles a) Lighting poles shall be galvanized steel, in accordance with the details shown on the Drawings and/or as stipulated under related Specification b) All pole items shall be galvanized steel and all hardware shall be galvanized steel Scratches, marks, dents or other damages to poles and fittings will be cause for rejection Any marks or stains resulting from wrapping materials shall be removed c) All poles and arms shall be individually spiral wrapped and, in addition, they shall be packed for shipping in groups with suitable form fitting wood damage between all poles and completely around each group at a minimum of locations, and held with suitable metal strapping Arms shall be wrapped, packed and shipped to the job site with a minimum of reloading between points of origin and destination Packing not in conformance with this provision shall be cause for rejection of poles and/or arms d) All miscellaneous pole line hardware required to complete the work shall be standard material manufactured for pole line construction e) All metal parts shall be hot-dip galvanized as stipulated under related Specification or VINGAL manufacturer standard 2.3.6 Cable, Grounding, Splices and Conduit a) Wiring for Lighting  All cables to be used for roadway lighting shall be of the type and size shown on the Drawings  Cables shall be pulled into a pole through ducts installed in the foundation of the pole, and shall be connected to the service door installed in the pole  The mounting boards of all poles shall include an approved miniature circuit breaker rated amperes, 220 volts accessible through the access plate of the pole The circuit breaker shall protect both the pole cables and the electrical control ballast  Cables installed in the pole shall have two conductors of minimum cross section of 2.5 mm2 as prescribed in "Cable and Wire" herein  Cables shall be attached to the lantern so that lantern terminals not carry the cable weight b) Cable and Wire  All cables shall be suitable for operation at the specified voltage in open duct or conduit under the condition of the maximum conductor operating temperature which, at the rated current, shall be less than 70 degrees C  Cable colours shall comply with colour code standards TECHNICAL SPECIFICATIONS - DIVISION 9.1 of 14 DIVISION – ELECTRICAL WORKS Lighting and Electrical Works - Section 9.1  Cables shall be delivered to the Site on substantial wooden drums, each bearing a securely fixed label stating gross weight, serial number, length of cable and other relevant information  Covers shall be provided around the periphery of the drum in order to protect the cable in transit and the inner cable end shall be adequately protected by a metal guard or other approved means Both ends of the cable shall be sealed by a suitable method to prevent the entrance of moisture  All cables for the roadway lighting system to be installed underground shall be CXV/DSTA, CVV,CXV or equivalent, subject to approved by the Engineer  Conductors shall have a minimum cross-sectional area of 10 mm2 for use in underground installations  All cables shall be delivered with an appropriate test certificate and approved by the Engineer before installation c) Grounding  Conduit, steel poles and cabinets shall be made mechanically and electrically secure to form a continuous system, and shall be effectively grounded Bonding and grounding jumpers shall be copper wire of the same cross-sectional area for all systems  Metallic boxes shall employ hubs of double lock nuts and bushes The bonding of all conduits, junction boxes, lighting poles and panels to form a continuous ground system shall be in accordance with applicable codes and standards Lighting poles in embankment sections shall be individually grounded subject to confirmation of such a requirement by the Engineer  Grounding wire shall be a minimum 10mm2 cross section area, Copper Conductor or equivalent, subject to approval by the Engineer  Ground rods shall be galvanized steel D16x2400 millimetre minimum, depth 0.7 meter below finished road and thermo-welded or connected using connection hardware to the poles and controllers  The Contractor shall investigate each site and measure the grounding resistance of the site The Contractor shall provide the data to the Engineer and obtain his approval before installation  The grounding resistance shall be 10 ohms or less, or as approved by the Engineer  Details of all grounding points shall be submitted to the Engineer for approval TECHNICAL SPECIFICATIONS - DIVISION 9.1 of 14 DIVISION – ELECTRICAL WORKS Lighting and Electrical Works - Section 9.1 d) Electrical Splice  Splices and taps shall be made with pressure type solder-less connectors to securely joint the wires both mechanically and electrically  Epoxy resin, cast type insulation shall be formed in clear plastic moulds The material used shall be compatible with the insulation specified in the Contract Drawings or these Specifications e) Conduit  Conduit/ducts to be installed below ground shall be HDPE or equivalent Conduit to be installed above ground or on the surface of structures shall be steel or equivalent subject to approval by the Engineer  Exterior and interior surfaces of all steel conduits shall be uniformly and adequately zinc-coated by a hot-dip galvanizing process  Conduit to be embedded in concrete shall be HDPE as drawings shown f) Manhole  Manhole to be installed for underground cables and communication cables shall be pre-cast concrete in accordance with Vietnam’s standards Construction Requirements 3.1 Execution of the Work a) For the actual fabrication, installation, and testing of the work described in this specification section shall be carried out by trained and experienced personnel who are familiar with the requirements for this work and with the manufacturer’s recommendations for installation of the specified items b) All work shall comply with the Drawings, this Specification section and the codes, regulations and requirements stipulated in this Specification section or by the relevant Vietnamese Authorities 3.2 Lighting Units a) Lighting units as shown on the Drawings shall consist of luminaire model, lamps, electronic controller, ballasts, and electrical components and mounting accessories as specified details of luminary shown in drawings b) Contractor shall submit for approval, detailed photometric distribution diagram with reflector type and Matrix for each type of luminary he proposes to install Unless specifically shown on the drawings or instructed by the Engineer Furthermore, lighting software acknowledged by CIE and an authorized licence agreement attached, lighting calculations reports shall be submitted showing the luminance values, in candela per sq.m (Cd/m2), overall Uniformity Uo, longitudinal Uniformity Ul, at road level as designed lighting values shown on drawings TECHNICAL SPECIFICATIONS - DIVISION 9.1 of 14 DIVISION – ELECTRICAL WORKS Lighting and Electrical Works - Section 9.1 3.3 Lighting Controller panel a) The lighting control panels shall be included as feeders of the power source fed to the circuits of the road lighting and bridge lighting The panels shall be as shown on the Drawings or equivalent as approved by the Engineer b) The panels shall be substantial, free-standing structures on a concrete foundation a minimum of 40 cm above ground level or mounted on the substation pole c) Panel roof shall be in conformance with the Drawings or equivalent as approved by the Engineer d) The panel and door shall be made from fully-finished steel sheet not less than 1,2mm in thickness with the necessary steel frames The welding for all outside joints shall be smooth finished e) The panel shall have a bottom design that will permit tack welding to channels that shall be set on the concrete foundation or mounted on the median voltage pole f) The panel shall be fully assembled and wired at the factory g) Main and small wiring shall be easily accessible for maintenance and inspection Small wiring shall be effectively isolated from the main wiring h) Each panel shall have one or more nameplates for identification Nameplates shall be made of laminated plastic with white characters to show through a black top layer when cut or engraved i) Panel housings shall be fitted with a substantial lock with a master key if appropriate 3.4 Navigation lighting unit : No 3.5 Poles 3.5.1 Lighting poles a) All steel poles supplied shall be of the round-conical type, and shall have a precast steel anchor base fitted over the shaft b) The service door and cover plate for the terminal connection shall be 1,2meter above finished road level c) Identification plates shall be attached to each lighting pole d) The anchor bolts shall be hot dip galvanized The top of anchor bolts shall be protected hexagon cup nuts or equivalent means 3.5.2 Foundation for lighting pole a) Concrete for foundations for lighting poles and pedestals of cabinets shall be of the class shown on the drawings b) All details of concrete and reinforcement for foundation shall conform to the requirements of the appropriate specification TECHNICAL SPECIFICATIONS - DIVISION 9.1 of 14 DIVISION – ELECTRICAL WORKS Lighting and Electrical Works - Section 9.1 3.6 Construction All workmanship shall be completed and in accordance with the lastest accepted standards of the industry, as determined by the Engineer All installation of ducts, construction of manholes, and excavation for cable or ducts shall be in accordance with requirements indicated on the Drawings 3.6.1 Excavating and Backfilling The excavation and back-filling required for the foundations of poles and other facilities should be performed in accordance with the requirements of the appropriate Specifications and the cost is deemed to be included in the unit rate 3.6.2 Foundations and Manholes In accordance with Concrete for foundations shall be the Class indication the drawings and shall be provided the appropriate Specifications a) The bottom of concrete foundations shall rest on firm ground b) Foundations shall be poured in one pour where practicable c) The exposed portions shall be formed to present a neat appearance d) Forms shall be true to line and grade e) Tops of footings for poles, except special foundations, shall be finished to ground line or sidewalk grade, unless otherwise noted on the Drawings or directed by the Engineer f) Forms shall be rigid and securely braced in place g) Conduit ends and anchor bolts shall be placed in their proper position and height and shall be held firmly in place until concrete sets h) Plumbing or raking of poles shall be accomplished by the adjustment of levelling nuts and bolts Shims or other similar devices shall not be used i) Formwork and ground in contact with the concrete shall be thoroughly moistened before placing concrete j) Forms shall not be removed until the concrete has set for at least days k) A "rubbed surface finish" shall be applied to exposed surfaces of concrete in accordance with the requirements of requirements of “Concrete and Concrete Structures” l) Where obstructions prevent construction of a foundation as detailed, the Contractor shall propose and construct an effective foundation to the satisfaction of the Engineer 3.6.3 Conduit Installation of conduit shall be performed in accordance with these Specifications and in reasonably close conformity with the locations as noted on the Drawings or as agreed by the Engineer TECHNICAL SPECIFICATIONS - DIVISION 9.1 10 of 14 DIVISION – ELECTRICAL WORKS Lighting and Electrical Works - Section 9.1 a) The size of conduit used shall be as shown on the Drawings b) Conduits smaller than 25mm electrical trade size shall not be used, unless otherwise specified c) The Contractor may at his own expense use larger size conduit Such larger size conduit shall be for the entire length of the run from outlet to outlet and no reducing couplings will be permitted d) The ends of all conduits shall be well reamed to remove burrs and rough edges Field cuts shall be made square and true so that the ends will butt or come together for the full circumference 3.6.4 Junction (Pull) Boxes a) Junction (Pull) boxes shall be installed at the locations shown on the Drawings, and at such additional points as approved by the Engineer b) The Contractor may install, at his own expense, such additional boxes as may be desired to facilitate the work 3.6.5 Wire a) Wiring shall conform to the requirements of appropriate codes Wiring within cabinets, manholes, etc shall be neatly arranged and within cabinets shall be laced b) Powdered soapstone, talc, or lubricant shall not be used in placing conductors in conduit c) Splicing in conductors will be permitted only at manholes, transformer leads, in pole bases, or at control equipment 3.6.6 Power Service Points a) Power service points are located within or close to the Site, normally, but not necessarily always, at the sub-station transformer house nearest the project main lighting panel designated on the drawings b) Unless otherwise noted on the Drawings, each service point shall include a meter base installed in accordance with serving utility requirements, a three wire service breaker of size noted on the Drawings, the necessary conduit risers and grounding assembly c) In general, all multiple lighting will be 220-240 volts, 50 Hz or as noted on the Drawings 3.6.7 Field Test a) The Contractor shall conduct the following tests on the lighting circuits in the presence of the Engineer prior to completion of the work  Test for continuity of each circuit  Test for grounding in each circuit  A merging test on each circuit between the conductor and ground with all switchboards, panel boards, fuse holders, switches, and socket outlets and TECHNICAL SPECIFICATIONS - DIVISION 9.1 11 of 14 DIVISION – ELECTRICAL WORKS Lighting and Electrical Works - Section 9.1 over current devices in place and all readings recorded The Contractor shall furnish the Engineer with three copies of the test results identifying observed readings with their respective circuits The insulation resistance between conductor and ground shall be not less than 10 mega Ohms  A functional test in which it is demonstrated that each and every part of the system functions as specified or intended herein b) If any fault in any material or in any part of the installation is revealed by these tests the faulty work shall be repaired or replaced by the Contractor in a manner approved by the Engineer, and the same test shall be repeated until no fault appears 3.6.8 Painting a) All painting required should be in conformance with applicable portions of Specification “Surface Treatment of Steel” b) If the enclosure of any electrical equipment (less signal heads) located above ground does not have an exterior surface of either aluminium or galvanizing, then it shall be finished with two coats of an approved zinc based paint, plus such finishing coat as may be approved by the Engineer c) Controller cabinets shall be finished in accordance with the above requirements for electrical equipment d) Galvanized steel or aluminium lighting poles and lighting lanterns shall not be painted without prior approval by the Engineer 3.6.9 Lighting Poles a) Lighting poles shall at all times be handled and erected in such a manner that they will not be damaged b) Any damage due to the Contractor's operations shall be repaired or replaced to the satisfaction of the Engineer at the Contractor's expense c) Lighting poles shall not be erected on concrete foundations until foundations have set at least 72 hours, and shall be raked sufficiently to be plumb after all load has been placed, or as otherwise approved by the Engineer 3.6.10 Control Equipment a) Where specifically detailed on the Drawings for service locations where two or more lighting circuits are operated from one time switch control device, the relays, service breakers and any other necessary control equipment shall be grouped together and installed in a suitable rain-tight enclosure of a sufficient size to accommodate all of the equipment installed therein b) Each electrical control ballast assembly shall be protected by moulded circuit breakers 3.6.11 Guarantee The Contractor shall transfer to the Employer any guarantee or warranty required as a normal trade practice in connection with the purchase of any TECHNICAL SPECIFICATIONS - DIVISION 9.1 12 of 14 DIVISION – ELECTRICAL WORKS Lighting and Electrical Works - Section 9.1 materials or items used in the construction of the lighting system included in this Contract Measurement and Payment 4.1 Method of Measurement The quantity of each item paid for under this clause will be : set, meter(m) and number (each)of individual items as detailes below which are supplied and installed in accordance with this specifications, the drawings and the instructions of the Engineer 4.1.1 Lighting set (unit-set) The work of lighting set will include suppling, transportation, erection, installation and accepted by the Engineer as pole, light bulb, electrical terminals, circuit breakers, numeration of pole and oher electrical utilities needed The cost of electrical cables inside of pole (from circuit breaker to lamp) will be the cost of luminaire and be paid after the supplies completed and testing reports attached to engineer approves 4.1.2 Foundation for pole (unit-each) The supplying work, transportation, installation that they are accepted by Engineer including the depth of concrete foundation, anchor bolt, nuts, washers,grounding system, auxilliary materials and related civil works 4.1.3 Lighting controller panel (unit-each) Besides of wiring inside, installing the switches and electrical equipments, the supplying and setting works of the lighting controller devices that shall include the setting of panel, HDPE pipe (from pole bottom to panel unit) and testing, related civil works that are approved by engineer 4.1.4 Underground cables and copper wire (unit-m) Supplying and setting works of each type of cable shall be measured at site in unit (m) and related civil works.The bill for payment shall be a volume of cables supplied and installed and testing report attached that are approved by Engineer 4.1.5 Conduit for underground cable trench (unit- m) The supplying, excavating works of cable trench and setting work of conduit that shall be measured at site in (m) including fittings, filling sand, marking brick and backfilling The conduit will be paid for at the price as provided hereunder Such payment shall also be full compensation for all materials, labour, machine, equipment, tools, and miscellaneous items to pull the cable through the conduit, including testing report to ensure the full operational and functional conditions of the electrical conduit systems 4.1.6 Galvanized grounding steel rod (unit-each) TECHNICAL SPECIFICATIONS - DIVISION 10 10.1 -1- of DIVISION 10 – DAYWORK Daywork - Section 10.1 SECTION 10.1 - DAYWORK GENERAL This section provides additional requirements to those shown in the General Conditions of Contract This Specification section describes requirements and procedures for certain Engineer-approved operations not provided for or allowed for in the Bid Price Schedule but which become apparent during construction as being necessary for the satisfactory execution and completion of the project The operations carried out under Daywork will be as directed and authorized by the Engineer and Employer in accordance with the following: (a) The Contractor shall be paid for such work and supply according to the Bill of Quantities and Prices or as otherwise approved in writing by the Engineer and Employer (b) Daywork measurements shall be taken jointly and recorded and agreed at the time such work is executed or such material is furnished The Engineer will not otherwise recognize the Contractor’s measurements (c) The Engineer and Employer shall always have full access to the Contractor’s time records, and may check daily with the Contractor’s timekeeper, or otherwise, the time taken in executing any Daywork (d) The Engineer and Employer’s agreement of any time associated with Daywork shall in no way bind the Engineer and Employer to the value of work SUBMITTALS (a) The Contractor shall, before ordering materials, submit to the Engineer and Employer quotations for his approval, and subsequent to material ordering, shall furnish to the Engineer and Employer such receipts or other vouchers as may be necessary to verify the amounts paid (b) The Contractor shall submit at the end of each working day a written record of the hours for labor and plant and the quantities of all materials used on a Daywork basis and shall obtain the Engineer and Employer’s signature on this record certifying his agreement with the items and quantities claimed MATERIALS AND EQUIPMENT 3.1 MATERIALS All materials used on a Daywork basis shall meet the quality and performance provisions given in the relevant sections of the Specifications For materials not specified in detail elsewhere in the Specification, material quality shall be as directed or approved by the Engineer TECHNICAL SPECIFICATIONS - DIVISION 10 10.1 -2- of DIVISION 10 – DAYWORK 3.2 Daywork - Section 10.1 EQUIPMENT All equipment used on a Daywork basis shall meet the provisions of the relevant sections of the Specifications and shall be approved for use by the Engineer before work is commenced EXECUTION OF DAYWORK 4.1 DAYWORK AUTHORIZATION (a) Daywork shall not be commenced until the issue by the Engineer and Employer of a written Daywork Authorization, and if necessary, a signed Variation Order (b) For work to be executed as Daywork, the unit prices established in the Bill of Quantities and Prices shall be used (c) An authorization issued by the Engineer and Employer will describe the extent and nature of the work required with attachments of drawings or revised Contract Documents to define the details of the work, and will designate method of determining the eventual value of the Works ordered (d) For work to be executed for which new or additional Daywork Unit Prices have to be agreed, this authorization will also be cross referenced to, and be accompanied by, a Change Order or Amendment authorizing the agreed new or additional Unit Prices (e) The Engineer and Employer will sign and write the date into Daywork Authorization as authorization for the Contractor to proceed with the work PERFORMANCE OF WORK EXECUTED ON A DAYWORK BASIS (a) Daywork operations shall be carried out in accordance with the provisions of the relevant Technical Specification sections governing the placement and finishing of materials, the testing, quality and maintenance of the work and rectification of any unsatisfactory work (b) In the case of work required to be carried out on a Daywork basis is not specified in the Specifications, the work shall be performed as directed and approved by the Engineer and Employer DAYWORK PAYMENT REQUEST (a) Upon completion of each instruction for work executed on a Daywork basis, the Contractor shall prepare an itemized payment request for the labor, plant and material costs incurred by him in carrying out the Daywork (b) The Daywork payment request shall be included with all supporting data in the Contractors application for interim payments TECHNICAL SPECIFICATIONS - DIVISION 10 10.1 -3- of DIVISION 10 – DAYWORK (c) Daywork - Section 10.1 The supporting data for the Daywork payment request shall include all of the daily records approved by the Engineer plus any additional information requested by the Engineer such as:  A copy of the Engineer’s Daywork Authorization;  A summary of the dates and times work was performed, and by whom;  A summary of hours worked, for all labor;  A summary of hours used for all Construction Plant and  Where applicable, invoices and receipts for any special materials, products or services used in the Works authorized by Variation Order (d) The Engineer will check and certify the Contractor’s Daywork payment request as part of the application for Monthly Certificate Payment in accordance with the relevant Articles of the General Conditions of Contract concerning certification and payment MEASUREMENT AND PAYMENT 7.1 MEASUREMENT AND PAYMENT FOR LABOR Measurement of labor for payment under Daywork shall be made for the actual certified hours worked at the rates established in the Bill of Quantities and Prices for the various categories of labor 7.2 MEASUREMENT AND PAYMENT FOR CONSTRUCTION PLANT Measurement of Construction Equipment and plant for payment under Daywork, whether hired or owned by the Contractor, shall be made for the actual certified hours worked by the plant at the rates established in the Bill of Quantities and Prices 7.3 MEASUREMENT AND PAYMENT FOR MATERIALS Measurement of materials for payment under Daywork shall be made for the actual certified amount of material provided and installed at the rates established in the Bill of Quantities If no rate exists for the material in the Bill of Quantities the payment shall be based on submittals in accordance with Clause 2(a) of this Specification section 7.4 PAYMENT The quantities that stated in the BOQ are only for reference, actual quantities and payment shall be approved by the Employer and the Engineer after be carried out by the Contractor during the construction stage Payment shall be based on these items and unit as following: Pay Items Description Unit 10.01-01 LABOR 10.01-01.01 Labor 2.5/7 hour 10.01-01.02 Labor 3.0/7 hour TECHNICAL SPECIFICATIONS -
