FORMIS  II   CALL FOR EXPRESSION OF INTEREST Implementation of Forest Resource Monitoring System Development of Management Information System for Forestry Sector – Phase II (hereinafter referred to as ‘FORMIS II’) project invites companies (hereinafter referred to as ‘the company’) to submit Expressions of Interest for the implementation of Forest Resource Monitoring System A contract will be concluded between the FORMIS II and ‘the company’ The procurement is based on the Finnish legislation Background Development of Management Information System for Forestry Sector – Phase II project is implemented by the Viet Nam Administration of Forestry (VNFOREST) under the Ministry of Agriculture and Rural Development (MARD) The purpose of FORMIS II is to develop a fully integrated Management Information System (MIS) for sustainable management of forest resources and in this way contribute to the alleviation of poverty in the socio-economic development framework of Viet Nam FORMIS II key activities are to create information standards and information sharing mechanisms for forestry sector, to develop and maintain a centralized Information and Technology (IT) platform and portal within VNFOREST, to create capacity for forest related information management and to set up a Forest Information Centre/ IT Unit within VNFOREST The project is funded by the Government of Viet Nam and the Government of Finland NIRAS Finland Oy as a lead consultant, in collaboration with GFA and Green Field Development, provides technical assistance services for the project FORMIS II, started in May 2013, is implemented during a period of years The project continues the work started in FORMIS Phase I (2009-2013) The FORMIS II work plan includes the implementation of Forest Resource Monitoring System The objectives for the Forest Resource Monitoring System are as follows: Store the National Forest Inventory and Statistics (NFIS) and forest monitoring data in a national Forest Resource Database The system will help ensure that VNFOREST can effectively manage and exploit the NFIS and forest monitoring data in the whole country Keep the NFIS data updated All changes in the forest (activities and incidents) will be registered to the system in the way that the NFIS data in the national Forest Resource Database is up-to-date Updating of the data will take place mainly on the local (district and commune) level Provide up-to-date information of forest resources by providing reports of the current state and changes in the forest The reports will be used for decision making and statistical purposes The National Forest Inventory and Statistics (NFIS) Project will produce forest resource data for forest and forestry land for the whole country during period 2013-2016 This data will be updated continuously in the Forest Resource Monitoring System The main actor to update the NFIS data is the Forest Protection Department (FPD) under VNFOREST The Forest Resource Monitoring System will be a modern GIS system, based on open source technology It shall have desktop and web interfaces for different user groups The desktop application is mainly for updating and the web application for browsing and reporting The national Forest Resource Database, which will store the NFIS and forest monitoring data, exists already However, some revisions are needed to the database structure These revisions are included in this assignment The database is based on PostgreSQL technology The Forest Resource Monitoring System will be integrated to existing FORMIS Platform in VNFOREST The Forest Resource Monitoring System will be deployed to national, province, district and commune levels in the whole country The assignment includes also maintenance of the system for a certain time period     Expected outputs of the assignment includes: -­‐ The Forest Resource Monitoring System including the source code of the system; -­‐ User documentation (including user manual, administration manual, installation instructions and system design) on the Forest Resource Monitoring System will submit to MARD; -­‐ Maintenance of the Forest Resource Monitoring System until the end of 2017   Expression of Interest and Tendering Interested companies shall send an Expression of Interest to the FORMIS II The Expression of Interest should give evidence of the ability to respond to the requirements In case of a joint proposal, one of the parties must be nominated as the Leading Partner with whom the agreement will be signed Based on Expressions of Interest, the FORMIS II will make a shortlist of a minimum of five candidates for tendering, if there are a sufficient number of suitable ones Invitation to Tenders and Instructions to Tenderers will, according to the tentative plan, be sent out in November 2014 Submission of tenders is expected in December 2014 Criteria for Shortlist Compulsory requirements: Service supplier shall have minimum of years’ experience in software development; Service supplier shall have minimum of software development contracts with similar magnitude and nature; Expert team shall have strong experience in QGIS application development and in developing OpenLayers based WebGIS interfaces; Experience in open source reporting solutions Preferable requirements: Experience and references of forestry related application development; Experience and references of development of MIS and decision support systems; Having international certificates in IT; Experience and references of working with ODA projects in application development; Expert team members having at least Bachelor's degree in the relevant themes (IT, GIS, forestry); Expert team members having good knowledge on Vietnamese and English languages The Expression of Interest dossier in English and Vietnamese should include: Letter of Expression of Interest; Concise description of the company’s/institution’s relevant experience of software development projects; References of relevant MIS development projects of similar nature and magnitude to the tendered project during the past years, with declaration that FORMIS II is permitted to check references; CVs of the project manager and key team members; Notary copy of Certificate of Registration of the business; Notary copy of Tax Registration and Tax Payment Certificate evidencing that the company pays the required taxes and not having any unclear issues with tax authorities;
