VNU.JOURNAL OF SCIENCE, ECONOMICS-LAW, Nq2E 20Q6 DEVELOPING BANKING SERVICE MARKET IN THE CONTEXT OF INTERNATIONAL ECONOMIC INTEGRATION IN VIETNAM T rin h T hi Hoa M ai(,) The ongoing international economic integration faces V ietnam ’s financial system in general, banking system in particular w ith great challenges The establishm ent of financial interm ediaries in the financial system of each nation is unavoidable and needed to be welcomed since this is an inevitable trend of today’s economic development This positive attitude towards accepting the objective fact is shown th at, on one hand, domestic commercial banks in each country have to make great efforts in order to consolidate their positions in the economy, on the other hand, pay attention to some m arket segments accessible to them , using their own advantages C reating a space in domestic banking m arket e.g giving up some m arket segm ents is ju st like loosing home ground, opening opportunities for foreign competitors to create monopoly position This is what domestic commercial banks try to avoid since foreign competitors, who are stronger in every aspects, are very good a t taking those opportunities; The space Vietnamese banks are struggling to fill is banking service m arket W hat are banking services? Banks are financial-service firms All products th a t banks provide for the m arket are services Together with economic development, increasing number of services in general and financial services in particular are created In the scope of this article, banking services are considered in a narrow meaning, excluding traditional activities of banks such as accepting deposits and granting loans Here the banking services are activities banks conducting in return for fees, through serving firms, organizations and individuals In this sense, commercial banks’ service delivery is related to their off-balancesheet activities These include sales of financial instrum ents, generating fee income for banks; and sales of loans Offbalance-sheet activities can strongly affect income of commercial banks while not require funds at the time of contracting and not appear on banks’ balance sheet Banking services include: Services for individuals: consist of m arketing for banking services; issuing checks, credit cards, revolving credits, ATM, home banking services, mortgage 11 Assoc.Prof Dr., College of Economics, Vietnam National University Hanoi 21 I 22 loans, investm ent m anagem ent services, tax services etc Services for business firms: comprise of financial guarantees; money transfers; investm ent, insurance, accounting, and advisory services etc Services for international trade: services for business firms involving in international trade, including international paym ent services, financing etc These services have the following characteristics: Firstly, they not require banks’ funds This is a great advantage for Vietnamese commercial banks, whose capital is low Therefore, along with m easures to increase domestic banks’ equity such as equalization of stateowned commercial banks, mergers and dissolution some weak joint-stock banks etc , banks should also consider developing various types of services as an im portant measure Trinh Thi Hoa Mai F inally, banking services require an adequate infrastructure Commercial banks cannot provide services for consumers as well as business firm with poor infrastructure Beside th at, a competent staff force th a t not only has firm theoretical background but also is professionally proficient is a special requirem ent of banking service delivery In current context of Vietnam, developing banking service m arket is necessary and feasible, due to the following reasons: F irst, the economy’s demand banking services is increasing of Secondly, off-balance-sheet services are a potential source of high profit for banks since their costs are usually low They are considered an efficient line of business which modern banks around the world actively engage in For an underdeveloped economy, individuals and firms not have much demand for services, especially banking and financial services However, together with more and more open economy, increasingly liberalized trade and financial system, demand for financial services would increase rapidly and cannot be met by domestic financial interm ediaries There would be a very good opportunity for foreign financial institutions in dom inating domestic financial m arkets when m arket entry barriers are lowered in accordance with integration commitments Thirdly, off-balance-sheet services are regarded as a low-risk field of business Hence, expanding these services will help banks reduce risks such as interest rate risk and especially, credit risk due to asymmetric information in financial m arkets In reality, the dem and for financial services, especially in urban areas, is increasing This dem and associates with the rapid pace of setting up new firms of various ownership as well as equitizing ...1 INTRODUCTION in order to create a fair, equal and efficient business and competitive environment and implement international commitments So, it is necessary to depend on content and criteria of analysis to review, evaluate the policies, and propose contents which require amendment or supplements in order to improve these policies in Vietnam From the overall objective, I have defined detailed objectives of my study: (i) Analyze and evaluate policies having direct impacts (through legal institutions and regulations) and policies having indirect impacts (for support or protection) through such policies as tax, anti-dumping, import and export and State credit, etc on competition and monopoly control in order to fulfill the objective of promoting role of the State in creating an environment of free trade, free competition, non-discrimination which is the fundamental principle of competition and (ii) Introduce lessons learned from some countries to Vietnam In order to achieve the above objectives, following issues are required to be included in the study: • What are competition policy and competition law? Their relationship? • Institution of competition and monopoly control policy? Why is competition law the most basic and important component of the competition policy? • Fundamental basis and basic content of competition policy and competition law? • Which criteria are used to analyze and evaluate the competition and monopoly control policy in Vietnam? • What is the suitable level for State’s intervention for adjusting competition and monopoly control? • Why is it necessary to form and maintain a fair and efficient competitive environment? What to do? What is the State’s role relating to this issue? • Why is it necessary to amend and improve the competition and monopoly control policy in the global economy and international economic integration? Reasons to choose the topic Competition is the classic nature of the market economy, is the driving forces behind the socio-economic development, bringing about numerous benefits to the customers But monopoly is a form of market structure which is formed by many different causes and has impacts on the whole society and prevent competition, etc In order to maintain competitive environment and overcome the limitations of monopoly, role of the State through a system of competition policies and laws on monopoly control is very important and crucial In recent time, the system of such policies in Vietnam does not properly reflect laws of movement of the market economy It still contains patches, inconsistencies, passive responses and follows the “real arising problems” In particular, in the current context of increasingly deep globalization and international economic integration, there are still many problems relating to the current system of competition and monopoly control policy on Vietnam From this situation as well as its urgency and topicality, I decide to carry out my doctoral dissertation on “Improving the competition and business monopoly control policy in Vietnam in the context of international economic integration” Purpose of the study On the basis of synthesis and clearer interpretation of the relationships between competition and monopoly, between competition policy and monopoly control one, in which competition and monopoly control law forms an important part of competition policy In addition, based on the analysis results and situation assessment as well as reference to experience drawn from some countries in the world, and changes of the global environment, I would like to propose the State to amend, supplement and adjust a number of sanctions and legal regulations in order to improve the competition and business monopoly control policy in Vietnam From these issues, I has defined the overall objective of my study is to promote the State’s role through a system of competition and monopoly control policies Objects and scope of the study (i) Objects of the study • The competition     BY: NGUYEN THANH VAN Volume 1: The Study IN SEARCH OF SOLUTIONS TO IMPROVING THE ENGLISH LANGUAGE PROFICIENCY FOR UNDER-GRADUATE STUDENTS AT THE COLLEGE OF TECHNOLOGY (COT) - VIETNAM NATIONAL UNIVERSITY, HANOI NGHIÊN CU  XUT CÁC GII PHÁP NÂNG CAO NNG LC TING ANH CHO SINH VIÊN I HC TI TRNG I HC CÔNG NGH - I HC QUC GIA HÀ NI       HANOI, 2006     BY: NGUYN THANH VÂN Volume 1. In this study, observation, informal talk, and survey were used to collect data. Answers to the following research questions were searched: (1) What problems do teachers and students at the College of Technology experience in teaching and learning English? and (2) what are the possible solutions to the problems found at the College of Technology? In this work, platinum nanoparticles were dispersed on SBA-15 mesoporous material by incipient wetness method and the synthesized materials were characterized by XRD, TEM, EDX spectroscopies and N 2 adsorption-desorption isotherm measurement. The results indicated that 2D hexagonal ordered structure of SBA-15 was still maintained after grafting Pt on SBA-15 support and platinum nanoparticles existed both inside and outside the pore channels of SBA-15 material. Catalytic activity of these materials was tested in the aqueous phase D-glucose oxidation as a model reaction. The reaction was carried out in a glass reactor at atmospheric pressure, 80 o C, air flow rate 20ml/minute, at pH 9. The results from HPLC-RID method showed that the pH has a profound effect in the platinum-catalyzed oxidation of glucose and high conversion of D-glucose with the highest selectivity to D-gluconic acid was performed with 1%Pt/SBA-15 catalyst. 1. Introduction ∗ ∗∗ ∗ Gluconic acid and its salts are important industrial products, they are used as water- soluble cleansing agents or additives in foods and beverages. For commerical purposes, these products are exlusively prepared by the oxidation of glucose or glucose-containing raw materials. Althrough the currently used oxidation method is based on biochemical tranformation but recent development has indicated that the catalytic route may be valid alternative for producing gluconate on an _______ ∗ Corresponding author. In this paper, Pt/SBA-15 materials with various Pt loading on high surface area siliceous support were prepared and tested in D- glucose oxidation process. The properties of these materials were characterized by XRD, TEM, EDX, and N 2 adsorption-desorption methods and the products of the oxidation reaction were determined to estimate the effect of Pt contents, pH and catalysts’ nature on the reaction conversion and gluconic acid selectivity. Catalyst preparation Synthesis of SBA-15: 1g of Pluronic P123 triblock copolymer (E020P070E020, BASE U.S.) as structure-directing agent was dissolved in 75 ml of 1.5 M HCl , and then 2.1g of tetraethylortho-silicate (TEOS) as silicon source was added under strong magnetic stirring at 50°C for a day. The solution was aged for another day at room temperature. After filtration, washing with distilled water and drying at 100 o C, the sample was calcined at 550°C in ambient air for 5h and the white SBA- 15 was obtained. The research method used in this study is quantitative method with multivariate statistical analysis steps such as: testing by Cronbach’s Alpha coefficient, explore descriptive analysis, correlation analysis, regression analysis. From 206 valid answered questionnaires, the research results show that there are four main factors affecting tourist satisfaction including (1) core tourism experience, (2) fairness of price, (3) value for money, and (4) security. In which, the factor “value for money” has biggest impact intensity, next is the factor “security”, “fairness of price” and the last is the factor “core tourism experience”. Moreover, the research results also show conclusion, limitations as well as directions for further researches in the future.
