shall be secure and relatively isolated acoustically The ambient noise level at the ECPs shall not exceed 70 dB(A) NOTE: This Standard expects the ambient noise level to be assessed taking into consideration the unusual circumstances of an emergency For example, during a fire, it is expected that a fire brigade booster pump may be operating outside the building, thereby increasing the noise level in the lobby area above 70 dB(A) The lobby area in this case, would be unsuitable for the ECP, unless provisions are made for its isolation Licensed to LUU MINH LUAN on 25 Feb 2002 Single user licence only Storage, distribution or use on network prohibited (b) Access to the ECPs shall not be obstructed, nor shall any ECP obstruct the evacuation of the building NOTES: It is not recommended to locate any ECP in an area where a high level of activity is expected during an emergency evacuation In the event of an emergency, operators of the system, and most particularly the house warden are expected to make a series of decisions over a short time It has been established that a suitable environment, as well as a system that is easy to operate, play an important role in the successful handling of the emergency, and hence, the safety of occupants Safe manning should be possible under anticipated conditions of hazard and emergency (c) ECPs shall be located so that visible indications shall remain readily distinguishable, under all ambient lighting conditions 2.1.1.2 Physical working environment The following requirements shall apply: (a) Lighting Emergency lighting shall be of this Standard) B1 GENERAL The method of operation of the emergency warning and intercommunication system and the response of personnel may vary according to the nature of the establishment A plan should be drawn up to allow for normal occupancy, (i.e during hours prescribed in fire or emergency orders for the building), and for alternative action during other hours B2 TYPICAL PLAN B2.1 Normal occupancy (a) Initiation Initiation should be as follows: (i) In the event of an alarm originating from the fire alarm system or other emergency alarm system in the building, the emergency warning system should automatically actuate the alert signal mode on the ground floor (or other floor as appropriate to alert the house warden or a deputy on duty) and on the appropriate floors to alert the zone wardens Licensed to LUU MINH LUAN on 25 Feb 2002 Single user licence only Storage, distribution or use on network prohibited NOTE: The ‘appropriate’ floor(s) would be determined from the size, nature and occupancy of the building and could comprise only that floor from which the alarm originated, or a predetermined group of floors of which the floor in alarm is a member, or all floors (the latter is recommended) (ii) In the event of an alarm being received by the house warden (e.g by telephone or messenger) the house warden should arrange for the actuation of the alert signal on appropriate floors (b) On hearing the alert signal, all zone wardens on the signalled evacuation zones should report to their respective WIPs On arrival at their respective WIPs, zone wardens should immediately call the controlling ECP (to indicate that they have responded) (c) Other occupants of the building, although alerted by the signal, should continue normal duty or commence to take actions prescribed by fire or emergency orders (d) On arrival at the ECP, the house warden should ascertain the alarm-originating floors from the FIP and obtain reports from the zone warden from the alarm-originating floor (and perhaps some other floors) NOTE: A predetermined period should elapse before manual switching-off of the alert signal by the house warden (e) On receipt of information from the floor in alarm, the house warden should assess the situation, call the appropriate emergency service and decide whether automatic evacuation should continue or the system be placed under manual control (f) If communication with wardens in evacuation zones other than those previously alerted is necessary, the house warden may sound the alert signal in the appropriate evacuation zones or use the emergency communication system to summon the zone wardens to their stations (g) When under manual control, the evacuation of an evacuation zone or zones is necessary, the house warden should issue the appropriate orders or sound the evacuation signal, or both (h) All zone wardens should stand by until dismissed by the house warden (i) The house warden should be ready to assist the fire brigade or other emergency service responding to the emergency conditions B2.2 Out-of-normal hours The sounding of the alert signal outside of the prescribed hours for normal occupancy, is an indication to any occupant that action should be taken as prescribed in fire orders, and if no action is required, the occupant should leave the building COPYRIGHT AS 2220.2—1989 16 APPENDIX C SEALED
