NHỮNG ĐÓNG GÓP MỚI CỦA LUẬN ÁN Đề tài luận án: ĐÔ THỊ TRUNG TÂM VỚI VIỆC PHÁT TRIỂN KINH TẾ - XÃ HỘI VÙNG ĐỒNG BẰNG SÔNG HỒNG Chuyên ngành: Địa lý học Mã số: 62.31.05.01 Nghiên cứu sinh: Phạm Ngọc Trụ Người hướng dẫn: GS.TS Lê Thông Cơ sở đào tạo: Viện Chiến lược phát triển (Bộ Kế hoạch Đầu tư) Những đóng góp mặt học thuật lý luận Luận án chất khoa học vai trò đô thị trung tâm phát triển kinh tế - xã hội vùng (đặc biệt vai trò gia tăng quy mô kinh tế, nâng cao trình độ phát triển lôi kéo phát triển chung vùng); khẳng định yếu tố ảnh hưởng tới phát triển đô thị trung tâm (đó ý chí trị giới quản lý, nhu cầu phát triển vùng kinh tế lớn, khả mở rộng đô thị trung tâm ảnh hưởng từ bên vùng nước) đề xuất hệ thống tiêu định lượng đánh giá vai trò đô thị trung tâm phát triển vùng kinh tế lớn điều kiện Việt Nam Những phát hiện, đề xuất rút từ kết nghiên cứu, khảo sát luận án Luận án khẳng định rằng, giai đoạn 2001-2012 phát triển đô thị trung tâm góp phần định việc đại hóa vùng thông qua việc phát triển ngành công nghiệp mới, sản phẩm nông nghiệp, dịch vụ có công nghệ cao; góp phần cải thiện dịch vụ đáp ứng nhu cầu tối thiểu người dân vùng khám chữa bệnh, đào tạo,… Bên cạnh đó, phát triển nhanh đô thị trung tâm dẫn tới vùng Đồng sông Hồng thiếu kết cấu hạ tầng (nhất giao thông vận tải), nhà làm cho thị trường nhà đất nảy sinh nhiều bất ổn, làm xuất dòng di cư, lao động từ nông thôn vào đô thị trung tâm, dẫn tới thiếu lao động trẻ nông thôn ) Nguyên nhân điểm yếu chủ yếu phải kể đến hiệu lực, hiệu quản lý nhà nước bộc lộ nhiều hạn chế Từ Luận án đề xuất định hướng phát triển đô thị trung tâm giải pháp tăng cường vai trò chúng phát triển vùng Đồng sông Hồng đến năm 2030 cách có hiệu bền vững Luận án kiến nghị Nhà nước cần nhanh chóng ban hành khung luật pháp phát triển đô thị trung tâm, cần đổi quan niệm đô thị đô thị kiểu đơn vị hành Đồng thời, cần triển khai quy hoạch phát triển hệ thống đô thị trung tâm vùng cho thời kỳ dài hạn khoảng 50-70 năm làm để địa phương tiến hành lập quy hoạch phát triển Người hướng dẫn Nghiên cứu sinh GS.TS Lê Thông Phạm Ngọc Trụ NEW CONTRIBUTIONS OF THE THESIS Thesis: CENTRAL CITIES WITH THE SOCIO - ECONOMIC DEVELOPMENT IN RED RIVER DELTA Major: Geography (Socio – economic geography) Code: 62.31.05.01 Ph.D candidate: Pham Ngoc Tru Supervisor: Prof Dr Le Thong Training institution: Development Strategy Institute (Ministry of Planning and Investment) The academic and theoretical contributions The thesis points out the scientific nature of central cities’ role towards the socio economic development of the region (particularly points out the role of increasing economic scale, improving the level of development and dragging the overall development of the region) Besides, the thesis confirms factors affecting the development of central cities (the political will of management board, development needs of major economic zones, the scalability of the central cities as well as the influence from outside or abroad regions) and proposes the system of indicators for the role of the central cities towards the development of major economic zones in Vietnamese circumstances The findings, new proposals drawn from the results of the thesis’s studies and surveys The thesis has confirmed that, in the period of 2001-2012, the growth of central cities contributed to the decision to modernize the region through the development of new industries, high-tech agricultural products and services; contributed to the improvement of services to meet the basic needs of the people in the areas on healthcare, education and so on In addition, the rapid growth of central cities led to the lack of the Red River Delta infrastructure (especially transport), housing makes housing market fraught with uncertainty, emergence of migration and labor from rural to central cities (leading to the shortage of young labor in rural areas ) The primary cause of the weakness is that the effective and efficient management of the state is exposing many shortcomings From these above-mentioned things, this thesis proposes the development orientation of central cities and three solutions of strengthening their role towards the development of the Red River Delta until 2030 effectively and sustainably The thesis proposes that the state should quickly promulgate the legislative framework of central cities’ development, which should renew the concept of city and city - one administrative unit Simultaneously, it is necessary to implement development planning of central cities system for long-term period of 50 - 70 years as the basis for the conduct of local development planning Supervisor Prof Dr Le Thong Ph.D candidate Pham Ngoc Tru
