vicinity of gatewaysof traffic routes(Seepage8, CHART 1) ( 1) Vesselswhich are proceedingin the vicinity of the northern gatewayof the NakanoseTraffic Route after having left Kisarazu Port shouldpassthe KisaraztrPort Offing Light Buoy with it on their port side (2) Vesselswhich are proceedingsouthwardfrom Tokyo and passingthroughthe sea areaoff Kawasakishouldpassto the east sideof proceedingnorthwardalong the Nakanose WesternSide SeaArea in Tokyo Bay (exceptvesselsthat are headingfor Neiwa in Keihin-ko Yokohama-kuArea 5) must pass eachtraffic flow managementlight buoy with the buoy on their port side until they reachthe designatedcoursefor the destinationin which they are headingfor (5) Vesselshavinga draft of 17m or more which areproceeding northwardalong the NakanoseWesternSide SeaArea in Tokyo Bay must maintaina distanceof at least400m from the line joining Tokyo Wan NakanoseResilientLight BeacomsA, B, C andlight Buoys D (6) Vesselswishing to drop anchorin the NakanoseWesternSide SeaArea must this at least1,000mfrom the line joining the traffic flow managementlight buoys (l) Vesselswhich are leaving the Uraga Suido Traffic Route and proceedingsouthwardmust not anything(suchas changing coursethrougha large angle)in the vicinity of the gatewayof the traffic route that obstructsthe way of vesselsthat are aboutto enter the traffic route (8) Vesselspassingoff Tsurugisakiand enteringthe Uraga Suido Traffic Route must proceeddown the middle of the entranceto Tokyo Bay so as not to crossthe path of vesselsproceeding southwardin the vicinity of the gatewayof the traffic route -4- Restrictionon crossingUraga Suido Traffic Route During the eveningrush-hoursin Uraga Suido Traffic Route (4 p.m.-8 p.m.JST),a vesselof some10,000G/T or more shouldnormallyavoid crossingthe traffic route from or to the westward,but if obliged to so shouldpursuesafetyin crossingby: a understandingthe prevailingcircumstancesand conditionsin and aroundthe traffic route by keepingiq closecontactwith the Tokyo Wan Traffic Advisory ServiceCenter; b faithfully obeyingmaritime traffic rules (particularlythe rules on conductof vesselsand indicationof their own routesunderthe Maritime Traffic SafetvLaw): c at all times maintaininga properlook-out by sight and hearingas well as all availablemeans; d at all times proceedingat a safespeed; e effectivelyusing escortboats,tugs, and the like; f as far as practicablemaintaininga listeningwatch by a VHF onCH16 Restrictionon overtaking Huge vesselsand other particularvesselsas prescribedby the Maritime Traffic SafetyLaw, and vesselsof 10,000G/T or more should,if the circumstancesof the caseadmit, avoid overtaking a vesselof 500 G/T or more in the traffic routes Restrictionon speed A vesselshouldnot navigateat a high speedwithin the Bay Restrictionon entry into the traffic route in poor visibility ( 1) Huge vessels,vesselsof 50,000G/T or more carryingdangerous cargo,vessels of 25,000G/T or more carryingliquefied gas,and vesselstowing or pushinglong objectswhosedistanceis 200 m or more shouldnot enterthe traffic routeswhen the visibility in the traffic routesbeing I mile or less (2) Vesselsof 10,000G/T or more(exceptvesselsgiven in the para.(l)) shouldnot enter the traffic route when the visibility in the traffic routesbeing 1,000mor less Restrictionon entry time into the traffic routes ( 1) Vesselsof 50,000G/T or more carrying dangerouscargoand vessels of 25,000G/T or more carryingliquefied gas shouldenterthe Uraga Suido Traffic Route from t hour beforesunrisetill sunset (2) Vesselstowing or pushinglong objectswhosedistanceis 200 m or more shouldenterthe Uraea Suido Traffic Route from sunrisetill I hour before sunset Waiting placesundernavigationalrestriction When navigationin the traffic route is restrictedbecauseof poor visibility or other reasons,a vesselinward which is enteringTokyo Bay shouldwait outsideof Tokyo Bay and a vesseloutwardwhich is leavingTokyo Bay shouldwait in the placewheretraffic is not heavy 10 Restrictionon useof auto-pilot A vesselnavigatingin Tokyo Bay shouldnot use auto-pilot 11 Preparationof emergencyfire wires (S"" page 17,CHART ) A vesselcarryingdangerouscargoprescribedby the Maritime Traffic SafetyLaw shouldprepareemergencyfire wires at the bow and the -5- stern for immediate use in caseof emergency 12 Notification of traffic routes and Changeof notification (1) Vesselsof 10,000 G/T or more should report the "Notification of traffic routes " and the " Change of notification " to the Tokyo Wan Traffic Advisory Service Center in the sameway as in the caseof a followingitemsshould be trlni,ff,rtiii"hotincationof trafficroutes", reported a Pbrt of destination and section of the port, when they are known b Port of departureand section of the port, in caseof a departing vessel c Whether a pilot is arrangedor not d Whether a special vesselwith foam-type or powder-type fire fighting facilities is aranged or not (3) Vesselswhich sent "Notification of traffic routes" should report " Change of notification " to the Tokyo Wan Traffic Advisory Service Center, in case of change the estimated time of entering the traffic routes by 10 minutes or more 13 Positionreport (Seepage9, CHART 2) (1) When huge vesselsand other vesselsof 10,000 G/T or more leave or enter Tokyo Wan Bay or move within the bay area,they must report their position to the Tokvo Wan Traffic Advisorv Service Center as soon as thev cross the first posiiion reporting line a Name of the vessel,gross tonnage b Time of passing (J.S.T.) c Abbreviation of the position reporting line crossed,or her position with bearings and distancefrom well-defined charted marks d Port of destination Example: Report of position, QUEEN ELIZABETH at 1100passingUS line Note: Items printed in red must be reported only by a vessel moving within Tokyo Bay (2) A vesselof 100 G/T or more with a cartying capacity of 30 persons or more totaling the fixed number of the crew passengersand other personson-board except the vesselsof given in proceeding sub paragraph, should report the following items by VHF radiotelephone or party line telephone to the Tokyo Wan Traffic Advisory Service Center (0468-43-8622 -4) at firstly crossing a position reporting line or on passingthe well-defined chartedmark a Name, type, gross tonnageand call sign of the vessel b Abbreviation of the position reporting line crossed,orher position with bearingsand distancefrom well-defined charted marks c An outline of her scheduledroute, and destination d Telephone number (in case of reporting by party line telephone) 14 Communications with the Center , (1) While huge vessels,other vesselsof 10,000G/T or more, and vesselsof 100 G/T or more that have a maximum capacity of 30 personsor more are passingthrough the Tokyo Wan Traffic Advisory Service Centerfadar service area,they ' must maintaiir contact with the Cent& by VHF phone(CH16, 156.8MH2) (2) The vesselsequipped with VFIF (CH16, 156.8MH2) should keep watch on VHF while navigating within radar service area, since information might -6- be providedby the Center and in caseof confusedcommunication,vesselswhich equippedwith VHF(CHI3) arerequestedto keepwatch on CH13, as well as CH16, providing for needof call from the Center 15 Maritime traffic information All vesselsnavigatingin Tokyo Bay arerecommendedto make use of the following traffic information or traffic conditions,and taking early action to avoid dangeroussituation ( 1) Information serviceby the Tokyo Wan Traffic Advisory ServiceCenter a Regularbroadcast (ny Japanese:twice everyhour from 00 to 15 and from 30 to 45 By English: every hour from 15 to 30 min.)
