- Allows transfer of rights to use telecommunications resources obtained through auctions; - Implement State compensates the telecommunications freeing resources as planned - Promote the use of common infrastructure across sectors such as telecommunications, electricity, transport, as well as the increased use of public telecommunication works between the telecom business - To encourage the sharing and use of public telecommunications infrastructure of corporations and enterprises - Consider allowing businesses to apply a specific mechanism for investment, bidding in emergency situations to ensure the interconnection capacity between network firms - Develop and promulgate criteria for evaluating network capacity and economic mechanisms, financing for the implementation of the connection and resolve disputes between businesses - For some services are not high the level of competition, consider applying the management of non-symmetric connection in order to promote competition and to create conditions for new businesses to enter the market - To encourage the use of public telecommunication infrastructure and Internet including: installation position connected devices, transit equipment, ducts, cable tanks, cable, fiber cable, antenna poles, equipment and accessories around the house and other facilities - To study and consider appropriate to apply some special mechanism in some areas and under certain conditions: roaming between the cellular network (roaming) to serve the public tasks and security and defense; separate local loop (local loop unbundling) in order to promote competition and to create favorable conditions for using the service Solutions related to social For the social factors, according to research, investigate, this is the only factor in the low number of elements So show the influence of this factor is still insufficient, as matter of human temples, public telecommunications policy as well as the telecommunications phatsk Checked treatment To improve this problem we propose some ideas below: Improving the quality of human resources in the enterprise 136 | P a g e To have a team of qualified workers to meet business requirements in an environment increasingly fierce competition of the market opening, the need to focus on implementing the following measures: - Apply the special preferential policies for the management team specialists, economic, skilled technical requirements of international integration and increasing competition in the field of telecommunications and the Internet - Adjust the employment structure in the telecommunications industry and the Internet by increasing leasing services, workers outside to take advantage of social workers and increase labor productivity in the field of telecommunications and the Internet - Creating cohesion rights and responsibilities of workers now by policies such as investment in training to ensure stable employment for workers including fluctuations, building Construction salary and bonus to encourage employees to contribute actively to the development of the business - Standardization officers, workers in the enterprises In every industry, work location, chord work requires knowledge and skills in different professional Therefore standardization officer must specify for each industry and each type of job and must be consistent, to meet the development requirements in each period Detection and timely treatment of the manifestations of unfair competition in the telecommunications business According to the survey results as well as the opinions of experts in chapter 4, this issue is still inadequate Specifically: Much status telecommunications companies violated competition laws affecting the rights of businesses and other telecommunications common place with violations of increasingly sophisticated and more tricks Status of the "extended" handshake racing promotions and discounts make it difficult for small telecommunications businesses new to the market; Status released false information affecting the credibility of each, the status message annoying ads to consumers and so on To address this situation, inspectors and Communications Ministry of Information in collaboration with the specialized agencies should strengthen inspection and control the implementation of the provisions of the law on business telecommunications, information and advertising Report to protect the interests of consumers and the legitimate interests of the business against the phenomenon as listed below 137 | P a g e The problem Denial of Service Denial of Service Obstructing the involved market of new competitors Allocation of network Denial of Service infrastructure is not fair Obstructing the involved market of new competitors facility Getting death rates Purchase price or impose unreasonable for services fixed high infrastructure Price service or minimum resale prices, causing damage to customers Price Discrimination: Bu cross Selling goods at prices lower than the cost price in order to prevent competition, except for some special cases provided by the Government Apply a variety of different commercial terms with the various businesses for the same type of transaction, thereby pushing businesses into unfair position in terms of competitiveness Mandatory use of Bound: business services such Imposing conditions on other enterprises signed contracts to as VNPT buy or sell goods and services, or another company forced to accept some obligations not directly related to the contract technical Market restrictions, refused services: measures to prevent the Limiting production (or) distribution, marketing restrictions or hinder the development of technology and engineering, opponent's service Abuse of thereby causing damages to clients Obstructing the involved market of new competitors 138 | P a g e Government, Industry and Trade Ministry, the Ministry of Information and Communications to coordinate and implement comprehensive measures such as: Additional text on competition law specialists in the field of telecommunications business, anti-dumping and other regulations consistent direction, accordingly, does not affect the competitive environment, unhindered operation legitimate business enterprises Strengthen inspection and testing of business telecommunications and the Internet, particularly activities related to network connectivity, rates, quality service Apply general measures economic, technical, professional, and enhance inter-agency coordination in order to prevent effective business illegally in telecommunications and Internet sectors Strictly handled organizations and individuals with legal acts in the field of telecommunications and the Internet in accordance with current Increasing popularity, advocacy, raising awareness of the state management agencies, the business community, industry associations, and large consumers about the importance and performance requirements Competition Law; the Anti-Dumping Ordinance the boost phase of international economic integration through the WTO membership Ensuring public telecommunications services to rural universal, deep-lying, remote, border and island Improved regulations provide public telecommunications services, such as the type of public telecommunications services;
