Network structure is one of the most significant issues need to be addressed in the progress of deploying national signalling network No.7. The Signalling Network Planning Software (SNEPS) provides an efficient tool to meet the requirement. This paper reveals main features of the software, including fundamental theories, implementation method and system-related aspects. Case study for the year of 2005 is also presented. 1.
