Higher education has฀a฀particularly฀important฀role฀to฀play฀in฀the฀overall฀development฀of฀the฀economy.฀It฀has฀over฀the฀years฀provided฀society฀with฀highly฀skilled,฀professional฀workers and must฀continue฀to฀do฀so. Higher education also฀has฀a฀key฀role฀to฀play฀in฀extending฀educational฀benefits฀to฀the฀disadvantaged,฀thus฀contributing฀to฀equal฀opportunities and fairness.฀However,฀for฀these฀roles฀to฀be฀realised,฀the education system฀has฀to฀be฀effective and efficient฀with฀improved education outcomes.฀The฀changing฀nature฀of฀labour฀markets฀is฀placing฀a฀premium฀on฀technical฀expertise and occupational฀competencies฀as฀well฀as฀on฀the฀matching฀of฀educational฀qualifications฀with฀prospective฀employment.฀All฀this฀has฀ ... greater฀demand฀for and wider฀participation฀in higher education.
