Communication Technology (ICT) in the Modern Economy,” which took place on February 1, 2018, in Pyatigorsk, Russia The conference was devoted to complex consideration of new ICT in the modern economy and law and determination of limits and perspectives of their usage The volume contains the leading studies on the issue of usage of new ICT in the modern economy The target audience of this volume very quickly, changing the means and approaches in all spheres of economy However, they have contradictory influence on the development of economic systems On the one hand, the implementation of new ICT stimulates rationalization of economic & legal activities; on the other hand, it causes social, psychological, legal, and ecological problems due to the transition to a new technological mode Due to this, perspectives of usage of new ICT in the modern economy are uncertain and cause a lot of problems One of them is the issue of the provision of wide application of new ICT in the conditions of deficit of financial resources with state and corporate institutes Another issue is overcoming of social opposition to changes of usual business and life mode due to mass distribution of new ICT Another issue is the complexity of mastering of new ICT and the necessity for increasing media literacy of population and media competence of working specialists and applicants in the labor market The most important issues include also the provision of security of economic operations that are conducted with usage of new ICT and the issue of their state regulation These and other issues are studied in this collection of the best works that were presented at the 5th national scientific and practical conference “Perspectives on the use of New Information and Communication Technology (ICT) in the for formation of “knowledge economy” in modern Russia These and other researchers provide various arguments in favor of usage of new ICT in the modern economy Conclusions It should be concluded that perspectives of usage of new ICT in the modern economy are very wide These technologies are in high demand by economic subjects and, at the same time, their implementation should be accompanied by target and justified state regulation for prevention and timely solution of emerging problems, including social opposition, deficit of resources, security Due to the unification of efforts of scholars from various disciplines of modern science, this volume shows various aspects of usage of new ICT in the modern economy This allowed determining potential advantages and possible drawbacks and using automated meter reading and control system (AMR) and automated system of commercial control of heat energy (ACCUTE) An example of evaluation of a real project is presented, and the main problems modern conditions, when digital economy acquires practical implementation, dynamics of change of the work conditions of a lot of industrial companies increased Due to this, the tasks of managerial decisions became complicated – including for modernization of production organization and its technical re-equipment Such decisions require speed in view of a lot of contradictory factors (interrelations with suppliers and consumers of products, changeability of rivals’ behavior, problems of economic and social content, achievement of scientific and technical progress, etc.) In such conditions of functioning of business, the process of decision making on the basis of experience and specialists’ intuition is not effective It is necessary to apply modern information technologies, which are called “systems for managerial decisions support” (SMDS) [5] In view of weak formalization of such tasks, it is necessary to use the method of system analysis with the technology of expert evaluations for solving them – both at the initial and final stages of receipt and selection of most rational alternatives of managerial decisions [1] Such methodologies were developing intensely in the last decade of the 20th century, and now their application is advertised and implemented in certain regions of the RF It concerns the organization of business processes in the conditions of existing industrial production Automatization of support for the process of business processes management turned into independent scientific directions and became standard methodologies and their computer implementations It includes technologies MRP-ERP, among which are SAP/R3, BAAN IV, TOVE, etc [1] However, solving the problems related to organizational and technical reengineering of production are not taken to the state of standard technologies This is caused by weak structure of these problems, from formation of goals to technical decision making © Springer International It should be noted that solving such tasks – i.e., transfer of descriptions of the general problem situation into the system of formal models, on the basis of which the variants of optimal managerial actions could be received – are studied in a lot of works A lot of various methods of expert evaluation of managerial decisions are offered However, they are of descriptive or recommendation character and are not taken to the form of specific technologies, especially during managerial decisions making in the conditions of large time and resource limitations which are peculiar for activities of enterprises of small and medium business Such companies include regional and municipal network and electric and heating supply organizations At present, they face the task of radical technical re-equipment for provision of measuring and accounting of electric energy at a whole new level [2] The tasks of increase of precision and speed of measuring of electric and heat energy and power in electric networks and the volume of heat energy in heating networks are predetermined by the following reasons: firstly, significant increase of the cost of electric and heat energy, secondly, performed reforms in the energy sphere of the RF Market relations led to the necessity for concluding direct agreements for usage of electric and heat energy in view of fines and limits from the energy system, which is caused by continuity of production, transfer, and consumption of electric energy Continuity of the technological process of production and consumption of electric energy leads to tough dependence of the volume of production of electric and heat energy from their consumption at each specific moment of time This also leads to the necessity of simultaneous measuring of consumed energy and power and highprecision forecasting of this consumption, as well as development of technical, organizational, and economic measures for leveling the schedules of load, which also sets additional requirements to the measuring systems Besides, introduction of payment from individuals for general usage places led to a lot of issues and contradictions among consumers, as installation of the systems of automatic control of electric and heat energy is often difficult due to absence of control nodes Technical means of measuring the volume and quality of electric energy and power, as well as heat energy, have been used from the very beginning of creation and development of the networks of electric and heat supply Moreover, these means are constantly improved and modernized according to general development of science and technology In recent years, a favorable situation from the economic and organizational point of view for creation of full-scale automatized systems of control of electric energy (AMR) and heat energy (ACCUTE) appeared [5] Creation of the system of control over electric energy and heat energy, which conforms to the whole complex of requirements, is a rather complex problems due to certain reasons: the necessity for large financial expenditures, lack of effective organizational, economic, and project & technical methodologies that ensure quick implementation in the scale of regional and municipal network and sales companies of modern AMR and ACCUTE [3] That’s why it is necessary to make the conceptual decisions that are most rational from the point of view of functional, technical, and economic effectiveness of the system’s work, which is possible during the usage of modern methods and means of project and managerial decisions support This, in its turn, requires determination of the necessary set of the functions of AMR and ACCUTE and their systematization from the position of significance and priority The Practical Method of Evaluation of Financial Risks 1165 The viewed problem is a part of the general task of decision making According to this, the technology of decision making in the class GTDM (general task of decision making) is formally presented as: GTDM : \G; Iin; Iout ; Ides; P; C [; where G – goals of decision making; Iin – initial data for creating alternatives; Iout – multitude of created alternatives; Ides – selected alternative; P – rule of alternatives; C – rule of selecting the best alternatives [1] According to this expression, two stages are distinguished in the technology of decision making: formation of multitude of alternatives; selection of acceptable alternatives, performed on the basis of ideas of experts and the person who makes a decision on quality of these alternatives In order to receive alternatives, it is necessary to determine the goals that should be achieved with the help of AMR at the scale of energy supply organization and to determine the set of functions that should be performed by AMR Obviously, this set of requirements, indicators, and characteristics should be structured for the purpose of determining their interconnection and mutual influence The most effective method of presenting such multi-component and diverse set of indicators is hierarchical structure Formally, such structure is viewed as a special type of ordered sets or a private case of graph It conforms to the laws of reflexivity, anti-symmetry, and transitivity Besides, the notion of ordered set is introduced – a set with the following additional quality: if x, y S, then either x y, or y x The final partially ordered set with the largest element b is determined as hierarchy if the initial set is divided into sub-sets (levels of hierarchy) Lk, k = 1, …, h, where L1 = { b } It is determined that the highest level of the hierarchical system of alternatives should be formed as a set of goals of functioning of AMR and ACCUTE For that, it is expedient to use the methodology based on minimization of risks related to activities of energy and heat supply organizations for transition of the energy sphere to market relations Such approach allows taking into account the whole complex of organizational, economic, and technical requirements to which modern AMR and ACCUTE should conform Based on analysis of the main groups of risks, the three-level hierarchical structure, presented in the form of hierarchical tree, is obtained (Fig 1): Sub-set of business risk RB consists of RO – risks of fluctuations of the volumes of sales of electric energy, RT – risks of regulation of tariffs, RB – political (external) risks Sub-set of financial risks RF consists of RH – risks of untimely payment for energy; RП – risks of commercial losses (unsanctioned consumption) of energy; RУ – risks of errors of accounting and control machines; RK – credit risks; RИ –investment risks; RД – risks related to purchasing power of money The set of physical risks RZ includes natural risks RE, risks of emergency situations RC, and risks of technical losses of energy RT The obtained structure of risks provides a target basis for determining the contents and structure of functions of AMR and ACCUTE The methodology of determining the functions of AMR and ACCUTE on the basis of analysis of risks could be presented as a ratio that sets the correspondence interconnection between the information required for minimization of risks and the information that should be provided by the system of control and accounting As a result, the functions of AMR and ACCUTE are determined on the basis of minimization of business, financial, and technical risks Hierarchical structures of functions of AMR and ACCUTE were obtained for minimization of business risks and technical risks The research is devoted to analysis and evaluation of priority of functions of AMR and ACCUTE Sub-systems of risks and functions are united into one multi-level system Based on analysis of binary relations, the integrated model of the system “risks-functions” is obtained in the form of hierarchical tree structure: As a result of application of the scale of relations with a three-level gradation, a specified model of the system “risks-functions” is provided, which allows for assessment of priorities of the system’s elements in view of all substantial connections (Fig 2) It is established that due to poor formalization of the task of evaluation of the functions of AMR and ACCUTE, it is expedient to use the method of expert evaluations of alternatives by paired comparisons It is proved that based on the conditions of solving the set systemic task, the most technological method is application of hierarchies’ analysis The Practical Method of Evaluation of system of alternatives “risks – functions” for the task of evaluating the priorities of functions of AMR and ACCUTE Analysis is based on the matrix of paired comparisons of substantial qualities and functions of the system Its elements are determined according to the following rules: if aij = a, then aij = 1/a, a 6¼ 0; if evaluations are similar, that quality or function of the system xi, as compared to quality or function xj, has relative priority which is by a times larger or smaller, and if equal then aij = 1, aji = In particular, aii = for all i Thus, the formed matrix is anti-symmetric: After presenting quantitative statements on pairs (xi, xj) in numerical expression through aij, the task is brought down to the following: the possible qualities and functions x1, x2, …, xn, which should be performed by AMR, should conform to a lot of numerical weights w1, …, wn, which would correspond to established statements Based on this, it is possible to determine the equal: W ẳ Bh Bh .B2W': 3ị The technology of systemic evaluation of significance of functions of AMR is offered in the form of succession of stages and iteration procedures of application of the methods of hierarchy analysis, which allows for practical solutions of the tasks, from analysis of business processes to managerial decision making For increasing the effectiveness of the technology of systemic analysis of evaluation of the significance of AMR functions, the recommendations are developed on application of two-, three-, five-, and nine-point scales of paired comparisons; for minimization of the number of expert evaluations of alternatives by application of evaluation tables for off-diagonal or below-diagonal elements of the matrix of paired comparisons; for determining the conditions of applicability of various methods of increasing the coordination of matrix of paired comparisons; for reducing the size of matrices of paired comparisons by grouping matrix elements into clusters according to their relative significance The algorithm of the technology of application of the evaluation of AMR functions’ significance is given below Evaluations of significance of the elements of hierarchical levels of the system “risks-functions” are determined in the form of the vector of priorities of main risks (second level) as to the general goal and vectors of significance of the AMR functions (third level) as to the risks of the second level Systemic evaluation of AMR functions is performed, on the basis of assessments and interrelations of functions that are a part of separate levels of hierarchies [1] The Practical Method of Evaluation of Financial Risks 1169 As a result, specific numerical values of assessments are received in the form of the elements of resulting vector of priorities WP of these functions Analysis of the received assessments showed that effectiveness of application of the system of control over electric energy depends on information and analytical provision by more than a third: A specific problem of selecting the most rational type of AMR for Ivgorelectroset is studied It is established that preferences should be evaluated on the basis of the vector of significance of the main measuring and technical functions: – functions of increase of reliability, – functions of consideration of technical losses, – reconfiguration of control points Vector of priorities of these functions will have the following form: ð4Þ 1170 T B Malkova and A V Malkov The preliminary analysis showed that according to the forms of performed functions and exploitation and economic indicators, three types of AMR fit the best: Piramida, created by Systems and Technologies OJSC, Vladimir; the complex NI – OGIMS (AMR “Matrix”), and the program and technical complex EKOM created by the engineering company Posoft-systems, Ekaterinburg Vector of preferences WM for selecting the type of the model is determined by equation: €   where: wI - priority of AMR “Piramida”; wI - priority of AMR “Matrix”; wY - priority of the complex “EKOM” Calculations showed that AMR “Matrix” received the highest priority Thus, the set task has been solved Unfortunately, in the regions the systems AMR and ACCUTE are being implemented very slowly – though the tariff for electric energy in Ivanovo region includes this project, but it was not implemented in practice Effectiveness of these projects is obvious, but financial resources are scarce The expenditures for the project cannot be set on consumers, as supply of electric and heat energy is a social service However, the requirements of digital economy should accelerate implementation of these projects on saving of energy resources of electric energy and heat energy References Malkov, A.V.,
