South Asia City Partners Convening Introduction to Block 1 • FSSM services, progress so far “Daddy, the stuff in the toilet – it won’t go down!!” “Don’t worry baby, I went down to the city and filled out the simple application yesterday, and guess what? They are coming today to clean our pit!!” Wow! That’s pretty fast! What do we need to achieve in sanitation? Separation of human waste from human contact and cleaner healthier living environment Services that meet aspirations AND occupational health and safety standards Financially sustainable services Scale and faster progress! So what did you say about this? • FSSM ≠ FSTP • FSSM involves the entire sanitation value chain • The liquid part is too often overlooked • Septic tank standards not applied nor enforced • What goes in the pit (household behaviour), merits attention • A range of solutions, depending on population density • There is still a mind-set issue: FSSM is gap-filling & temporary Breakthroughs • Globally: SDG target 6.3, reduction of pollution, eliminating untreated wastewater, promoting recycling & safe reuse • Bangladesh: Institutional and Regulatory Framework (IRF) for FSM • India: National Strategy for Water Supply and Sanitation (2014), National Urban Sanitation Policy (2008), Manual Scavengers Act in 2013 • Testing the IRF (Bangladesh), developing State Level Guidelines, Rapid Assessment Tool” by the MoUD, renaming of existing Water and Sanitation Boards, as “Water, Sanitation and Septage Management Boards” (India) • Ability to talk openly about “shit” • New technologies, such as gulper • Awareness about the role of private sector MILLION DOLLAR QUESTION a No standards for on-site urban sanitation facilities applied nor enforced b Services irregular and unsafe c Treatment costly and ineffective d Most people consider this normal! What is needed? • MORE awareness among policy makers and also general public! • GREATER priority • Use both technology with “wow” factor and local solutions • Make incremental steps • Country specific FSSM learning, e.g groups • Attention to FSSM in universities • Providing tools and setting benchmarks • Geospatial planning for FSSM Safe containment, What was said about this? Yes, it’s an important issue This might explode Skeptic tanks SEP= Somebody Else’s Problem Eliminating all forms of open defecation Not only households, also trains, ferries, slaughter houses Not only construction but also timely emptying What more did you say? How difficult it will be to do something about this? • There would be outrage! • Septic tanks were built with: Ø No financial support from the government Ø No guidance from the government Ø No enforcement or supervision • Who will do this? • We have no answer to some of the technical issues • Not everybody is in the same capability to comply Ideas for the answer to the million dollar question… • Make the builder responsible (self-regulation) • Make Masonry a real profession • Include emptying as an integral part of ODF programmes: Ø 1st step is ODF Ø 2nd step is emptying after 2 years • Start with small feasible steps • Introduce also other types of toilets • “Bundle” the service of construction and emptying What are we going to do in block I?
