CREATE A PLAN TO IMPLEMENT A PROJECT ACTIVITIES With the trust of Hanoi People's Committee, MAGACO Corporation is assigned to implement a project to build a new urban area in a commune in Tu Liem district, Hanoi According to project documents, the project was officially approved and will begin to be implemented from 15/01/2013 and end on 31/12/2020 The total project budget is 500 trillion dongs The land used to build the new urban area mainly comprises of agricultural land, with around 60 farming household which will have to be relocated Task: You are assigned to take charge of the first part of the project, also known as "Collaborate with local authorities to carry out the relocation for people, compensation, leveling and preparing the ground for the construction work The deadline to complete this work is 20/06/2013 " Make detailed action plan to implement this part based on the WBS and Gantt chart that you have learnt? Answer: INTRODUCTION Project management is a complex process, there is no repetition, it's completely different than the management of day-to-day work of a restaurant, a production company or a factory – which has a lot of repetition, takes place under the strict rules and clearly defined job The management of construction investment is becoming more complex, and requiring the coordination of multiple levels, multiple organizations, multiple partners and related parts I/ CONCEPTS: The concepts and characteristics of projects: - What is a project? It is a process comprises of related work and tasks, and done in order to achieve the objectives set out in terms of constraints on time, resources and budget In other words, the project is the combination of all policies, activities and costs related to each other which are designed to achieve certain goals in certain time - The characteristics of a project: + Each project must have one or a number of clear objectives Normally, people try to quantify objectives into specific targets + Each project has a certain period of time; that is the beginning and the end + Each project has an operation cycle The cycle of the project operation includes several different stages: Starting the project, project implementation and project completion The concepts, goals and methods of project management: - Concepts: Project management is the planning, organization and management and supervision of the development process (implementation) of the project to ensure the project is completed on time and within the approved budget, with ensured quality and achieves specific objectives of the project and the intended purpose - The goal of project management is generally to complete the project work in accordance with the technical requirements and quality, within the approved budget and scheduled time - In project management, people use many different tools and methods in the process of implementation Among them, there are two commonly used tools which are the work breakdown structure (WBS tool) and Gantt chart - The definition of the WBS and Gantt chart tools: + Work Breakdown Structure (WBS tool): WBS is a detailed list of the steps required to complete a project It provides many benefits to the project manager The construction of a WBS forces the project manager to try to think about what will have to be done to finish the project With logical and precise analysis, it allows you to specify the exact steps to complete the project WBS is a hierarchical design of products, by-products, duties and tasks required to complete the project A good WBS provides the basis for the estimated construction time and costs as well as significant scheduling feasibility + GANTT chart: is the chart used to show the actual performance compared to the expected performance; at the same time, it can show the completed work with delay for each operation Although it can’t show clearly the dependent relationships between the activities and the critical path, Gantt chart is a very effective tool to provide overall information and updates which can be very useful when analyzing the overall performance of the project period Gantt charts can also display time of the milestone and show whether we are able to keep up with the deadline II/ THE DETAILED PLAN AND DETAILS details of part I: Compensate for and clear the site 4.1 Create the plan to compensate and clear the site: - At the start of the implementation process, MAGACO Corporation has established a project management board, including 30 officers, engineers with extensive experiences to organize and lead the implementation of projects - On this basis, the project management board has established the management board for part which comprises of experienced engineers in the area of compensation for site clearance to carry out this part - Assisting the management board of part is about 40 highly qualified professional staffs to carry out the work of the part such as: planning committee, finance committee, clearance subcommittee, construction subcommittee… - The subcommittee has made a detailed plan for the first part from 15/01/2013 to 20/6/2013 - The time limit for completing the compensation and clearance part is from 15/01/2013 to 31/01/2013 4.2 Prepare the budget to compensate for and clear the site: - On the basis of the assigned tasks, the financial committee has prepared financial compensation for site clearance of the project - The time limit to complete the preparation of the compensation budget is within 02/2013 4.3 Meetings with local residents and authorities: - The leaders of part one has also made a plan to work with the local departments, agencies and authorities to agree on an action plan and the supports to complete the assigned plan - Meeting with people to agree on the method of statistical measurement plan area for compensation, including calculating the cost of property, crops of people as well as decide on the plan to receive compensation and give support on the development of housing relocation … - The meetings with local residents and authorities will mainly be carried out in February / 2013 and there will be some extra meetings in March / 2013 if there are difficulties arising 4.4 Compensate for the local residents: - Widely report to local residents and authorities about the time, place and the method of compensation implementation for people - Prepare the accommodation for 60 families whose land will be cleared for the project - Support the people in relocating to the new living place - Support people with land acquisition in terms of job training, or hire them as workers for the project … - The compensation process will be carried out in February and March of 2013, and will be carried out with insistent families on April with the support of the local authorities 4.5 Prepare the equipment to clear the site: - The company collects all the equipment needed to clear the site - Purchases or rent more machines to ensure to reach the wished schedule - Make plans and sign contracts with subcontractors to prepare for the construction - The preparation machinery and equipment will be carried out in February / 2013 so that it will be ready for clearing the site when people started to hand over the land At the same time, the company will start to buy and rent more additional equipment in 03/2013 when there is extra workload arising 4.6 Clear the site: - After acquiring the site, the management board of part 1, and especially the supervision subcommittee will monitor the subcontractors and joint venture partners to make sure that they process the work fast enough to ensure the schedule - The construction process will be carried out with the “rolling up” style, constructs at the same time as the people hand over the land - For those who have not handed over the land or done it too slowly, the company will coordinate with the authorities to make people hand over the land on schedule, through activities such as relocation assistance, persuasion, coercion … - The time limit to complete the step of clearing the site is months (from 3/2013 to 05/2013) 4.7 Review and hand over to the project management board: - The review and transferring step can be carried out in parts - After finishing the site clearance step, we will conduct an overall review and transfer all to the project management board to conduct the next components of the project - The review and transfer will be carried out from early 5/2013 and last until 6/2013, the maximum deadline to complete this step is 20/06/2013 CONCLUSION: MAGACO is a large corporation with construction experience in many national key projects of the nation and cities, so it has a very clear understanding of project management and the associated management tools; therefore, it has constructed and completed successfully the first part of the project: compensation and site clearance Therefore, effective and in time deployment will be handed over to the project management board to carry out the remaining steps according to plan
