Quản lý là một nghệ thuật và sự thành công của một tổ chức phụ thuộc rất lớn vào công tác quản lý của người lãnh đạo. Kế hoạch chiến thuật (Tactical plan) là một kế hoạch nhằm tìm ra nguyên nhân và giải quyết một cách có hiệu quả một vấn đề mà tổ chức hoặc cá nhân gặp phải trong công tác quản lý. Đây là một Tactical Plan tốt nghiệp thạc sỹ của Nguyễn Quốc Khải và Trần Huy Thịnh (Trường đại học Southern Leyte State University Philippines) thực hiện nhằm nâng cao sự hiểu biết của người dân xã Thới An Hội, huyện Kế Sách tỉnh Sóc Trăng thông qua việc thành lập Tổ trợ giúp pháp lý xã Thới An Hội.
