thành phần kinh tế quan trọng kinh tế thị trường (KTTT) định hướng xã hội chủ nghĩa (XHCN) Việt Nam Có từ sớm kinh tế nước ta, HTX nông nghiệp không đóng góp cho tăng trưởng phát triển kinh tế mà có đóng góp quan trọng phát triển văn hóa, đảm bảo an ninh trị, trật tự an toàn xã hội Vì vậy, trình phát triển, Đảng Nhà nước Việt Nam quan tâm có nhiều sách để phát triển HTX nông nghiệp kinh tế tập thể nói chung Tuy nhiên, trước yêu cầu phát triển KTTT định hướng XHCN điều kiện hội nhập quốc tế (HNQT) nay, HTX nông nghiệp Việt Nam tình trạng khó khăn, yếu kéo dài, với lực nội yếu, sở vật chất nghèo nàn, trình độ công nghệ lạc hậu; lực, trình độ cán quản lý khu vực HTX nông nghiệp nhiều hạn chế, chưa đáp ứng nhiệm vụ sản xuất kinh doanh KTTT nay; sách cán HTX nông nghiệp có nhiều bất cập; nhiều HTX hoạt động không với nguyên tắc, chưa thực tuân thủ đầy đủ quy định Luật HTX; liên kết, hợp tác HTX nông nghiệp chưa chặt chẽ, hiệu thấp Điều đòi hỏi cần thiết phải có nghiên cứu, hoàn thiện quản lý nhà nước HTX nông nghiệp góp phần hoàn thiện thể chế KTTT định hướng XHCN điều kiện HNQT Việt Nam Mặt khác, bối cảnh giới nay, phát triển HTX nông nghiệp nhiều nước chứng minh cho cộng đồng quốc tế thấy rằng, HTX nông nghiệp bảo đảm hài hòa hai trách nhiệm phát triển kinh tế trách nhiệm với xã hội Trong đó, trách nhiệm xã hội đánh giá cao điều kiện cho tồn phát triển HTX nông nghiệp Hơn nữa, nay, chưa có công trình khoa học nghiên cứu cách có hệ thống, liên quan trực tiếp đến quản lý nhà nước HTX nông nghiệp luan van thac si su pham, thac si giao duc ,ths xa hoi3 of 138 luan van thac si su pham, thac si giao duc ,ths xa hoi4 of 138 Từ sở lý luận thực tiễn nêu trên, nghiên cứu sinh định chọn đề tài: “Quản lý nhà nước hợp tác xã nông nghiệp Việt Nam” để nghiên cứu khuôn khổ luận án tiến sỹ quản lý công Mục đích, nhiệm vụ nghiên cứu 2.1 Mục đích Luận án nhằm đạt mục đích đây: - Xây dựng khung lý thuyết nghiên cứu quản lý nhà nước HTX nông nghiệp sở kế thừa phát triển công trình nghiên cứu trước kinh nghiệm số quốc gia giới - Đánh giá thực trạng quản lý nhà nước HTX nông nghiệp Việt Nam giai đoạn 2005 - 2015 Rút bất cập nguyên nhân bất cập thực quản lý nhà nước HTX nông nghiệp - Đề xuất quan điểm, mục tiêu, phương hướng giải pháp tiếp tục hoàn thiện quản lý nhà nước HTX nông nghiệp giai đoạn tới, góp phần nâng cao hiệu kinh tế hoàn thiện thể chế KTTT định hướng XHCN Việt Nam 2.2 Nhiệm vụ nghiên cứu Để đạt mục đích trên, luận án có nhiệm vụ: - Xây dựng khung lý thuyết quản lý nhà nước HTX nông nghiệp - Phân tích đánh giá thực trạng quản lý nhà nước HTX nông nghiệp Việt Nam giai đoạn 2005 - 2015 sở lý luận quản lý nhà nước HTX nông nghiệp - Xây dựng quan điểm, mục tiêu phương hướng để hoàn thiện quản lý nhà nước HTX nông nghiệp giai đoạn tới sở thực trạng phát triển HTX nông nghiệp quản lý nhà nước HTX nông nghiệp Việt Nam giai đoạn tới - Về nội dung: Dưới góc độ khoa học quản lý công, nội dung nghiên cứu luận án tập trung vào chức quản lý nhà nước, là: Xây dựng quy hoạch, kế hoạch; Ban hành thực văn pháp luật; Ban hành thực thi sách; Công tác kiểm tra, giám sát; Tổ chức máy quản lý nhà nước - Về không gian: Quản lý nhà nước HTX nông nghiệp lãnh thổ Việt Nam - Về thời gian: Từ năm 2005 đến năm 2015 định hướng nghiên cứu đến năm 2025 Phương pháp luận phương pháp nghiên cứu 4.1 Phương pháp luận Luận án nghiên cứu sở phương pháp luận chủ nghĩa Mác - Lênin vật biện chứng chủ nghĩa vật lịch sử; tư tưởng Hồ Chí Minh quan điểm Đảng, pháp luật Nhà nước Việt Nam quản lý nhà nước HTX nông nghiệp 4.2 Phương pháp nghiên cứu Luận án sử dụng phương pháp tiếp cận khoa học quản lý công đại phương pháp nghiên cứu cụ thể sau: - Phương pháp thu thập tài liệu + Nghiên cứu tài liệu thứ cấp + Thu thập thông tin - Phương pháp xử lý phân tích liệu + Đối chiếu, so sánh + Phân tích, tổng hợp Câu hỏi nghiên cứu giả thuyết khoa học 5.1 Câu hỏi nghiên cứu - Tiếp tục hoàn thiện quản lý nhà nước HTX nông nghiệp Việt Nam giai đoạn tới cần có giải pháp nào? 5.2 Giả thuyết khoa học - Nhà nước có vai trò vô quan trọng việc định hướng, điều tiết, hỗ trợ để HTX nông nghiệp phát triển hướng đạt hiệu cao - Hiệu lực, hiệu quản lý nhà nước HTX nông nghiệp nâng cao xây dựng hoàn thiện hệ thống pháp luật, sách cách khoa học phù hợp cho đời phát triển HTX nông nghiệp kiểu giai đoạn - Để nâng cao hiệu HTX nông nghiệp Việt Nam nay, cần phải xây dựng hệ thống tổ chức máy nhà nước để quản lý HTX nông nghiệp theo hướng thành lập quan nhà nước chuyên trách quản lý HTX nông nghiệp Những đóng góp luận án - Luận án xây dựng hoàn thiện lý luận quản lý nhà nước HTX nông nghiệp, gồm: + Xây dựng khái niệm quản lý nhà nước HTX nông nghiệp + Xác định nội dung quản lý nhà nước HTX nông nghiệp + Xây dựng khung lý thuyết hoàn thiện quản lý nhà nước HTX nông nghiệp - Thông qua việc phân tích đánh giá cách khoa học thực trạng triển HTX nông nghiệp quản lý nhà nước HTX nông nghiệp Việt Nam, luận án làm tài liệu cho việc thực quản lý nhà nước HTX nông nghiệp; đồng thời sử dụng để nghiên cứu vận dụng cho loại hình kinh tế KTTT định hướng XHCN Việt Nam - điểm khác biệt so với luận án - Các công trình nghiên cứu HTX toàn diện, chưa sâu nghiên cứu toàn diện HTX nông nghiệp Luận án sâu nghiên cứu toàn diện HTX nông nghiệp - Các công trình nghiên cứu số nội dung quản lý nhà nước HTX nông nghiệp, nội dung chưa xây dựng lý thuyết khoa học Luận án tập trung nghiên cứu nội dung quản lý nhà nước HTX nông nghiệp sở tiếp cận chức quản lý nhà nước - hình thức tổ chức kinh tế đặc thù hệ thống loại hình tổ chức kinh tế đa dạng, tổ chức kinh tế tự chủ, có vốn, quỹ tài sản chung, có cấu tổ chức chặt chẽ, có tư cách pháp nhân HTX thành lập tinh thần tự nguyện, tự trợ giúp, tự chịu trách nhiệm, dân chủ, bình đẳng, công đoàn kết thành viên tham gia 2.1.1.2 Hợp tác xã nông nghiệp HTX nông nghiệp tổ chức kinh tế tự chủ, nông dân người có nhu cầu, lợi ích chung, tự nguyện góp vốn, góp sức lập theo quy định pháp luật để phát huy sức mạnh tập thể thành viên nhằm giúp thực có hiệu hoạt động dịch vụ hỗ trợ cho kinh tế hộ kinh doanh lĩnh vực sản xuất, chế biến, tiêu thụ sản phẩm nông lâm ngư nghiệp kinh doanh ngành nghề khác nông thôn, phục vụ cho sản xuất nông nghiệp luan van thac si su pham, thac si giao duc ,ths xa hoi9 of 138 luan van thac si su pham, thac si giao duc ,ths xa hoi10 of 138 Theo lĩnh vực hoạt động, HTX nông nghiệp gồm loại hình bản: HTX nông nghiệp chuyên ngành; HTX nông nghiệp dịch vụ; HTX nông nghiệp sản xuất kinh doanh dịch vụ tổng hợp HTX nông nghiệp có đặc trưng sau: - HTX nông nghiệp tổ chức kinh tế tập hợp đông đảo nông dân nông thôn - lực lượng lao động chiếm tỷ trọng lớn xã hội nước phát triển - Mục tiêu HTX nông nghiệp thành viên tương trợ, giúp đỡ để phát triển - HTX nông nghiệp tổ chức kinh tế người yếu trình độ dân trí, trình độ nghề nghiệp, vốn, sở vật chất - kỹ thuật so với loại hình doanh nghiệp khác - Đối tượng sản xuất HTX nông nghiệp trồng, vật nuôi, nên bị chi phối quy luật tự nhiên 2.1.2 Vai trò hợp tác xã nông nghiệp phát triển kinh tế xã hội Thứ nhất, HTX nông nghiệp đóng vai trò“bà đỡ” cho thành viên phát triển kinh tế, đồng thời có đóng góp trực tiếp, quan trọng vào tăng trưởng, phát triển chung kinh tế Thứ hai, HTX nông nghiệp tham gia giải việc làm, xóa đói, giảm nghèo cho xã viên cho người lao động Thứ ba, HTX nông nghiệp cung cấp hỗ trợ thành viên, cộng đồng dân cư tiếp cận dịch vụ để an sinh xã hội Thứ tư, HTX nông nghiệp tham gia xây dựng công trình kết cấu hạ tầng khu vực dân cư, đặc biệt khu vực nông thôn Thứ năm, HTX nông nghiệp góp phần bảo vệ môi trường Thứ sáu, HTX nông nghiệp góp phần xây dựng đời sống văn hóa khu vực dân cư, đặc biệt khu vực nông thôn Thứ bảy, HTX nông nghiệp góp phần thực bình đẳng giới Thứ tám, HTX nông nghiệp góp phần bảo đảm thành công chương trình, dự án phát triển kinh tế - Organize the state management agencies of cooperatives; establish a unified state management body of cooperatives Conclusion Chapter Chapter STATE MANAGEMENT REALITY FOR AGRICULTURAL COOPERATIVES IN VIETNAM 3.1 Current stutus of agricultural cooperative development 3.1.1 Overview the formation and development of the agricultural cooperatives in Vietnam 3.1.1.1 The period from 1955 to1986 The development of agricultural co-operatives in Vietnam in the period from 1955 to 1986 was highly imposed The basic principles of cooperatives such as voluntary, autonomy, justice and transparency were not fully implemented 3.1.1.2 The period from 1987 to1996 luan van thac si su pham, thac si giao duc ,ths xa hoi41 of 138 41 luan van thac si su pham, thac si giao duc ,ths xa hoi42 of 138 In this period the cooperatives had downturns The lessons from downturns reflected the obsolescence of the cooperative system which did not operate in accordance with the basic principles of cooperatives (voluntary, autonomy and democracy principles) in the period before 1986 3.1.1.3 The period from 1997 to 2003 The development characteristics of the cooperatives in the period from 1997 to 2003 affirms that cooperatives which were not established on the basis of the voluntary spirit of cooperative members and incapable of selfcontrol (not up innovation) have many difficulties in conditions of market economy 3.1.1.4 The period from 2004 to 2012 The period from 2004 till now marked the revival of cooperative economy both in quality and quantity, reflected the inevitable development trend of cooperation economic in the new period 3.1.1.5 The period from 2013 till now This is the development stage of the "new type" agricultural cooperative under the Cooperative Law in 2012 But the conversion under Law is very slow and the efficiency is not high 3.1.2 Current status of the operation results of agricultural cooperatives 3.1.2.1 Current status of organization and management - The implementation of the principles of organizing and managing agricultural cooperatives, including the principles of voluntary, autonomy, justice, democracy and transparency, is relatively good - The satisfaction level of cooperative members is relatively satisfied with the curent stutus of agricultural cooperatives - The level of achieving the goal to create jobs and provide goods and services to cooperative members is relatively good 3.1.2.2 Current status of the scale and effectiveness - The scale of added value reflects that the cooperative economy is the economic sector which is lagging behind other economic sectors - The average capital scale of agricultural cooperatives is too low compared to other types of economy - The effectiveness of production and business of cooperatives is relatively low Therefore, if co-operatives are considered as for-profit organizations, they are unlikely to survive - The per capita income of one cooperative is now much lower than in other regions 3.1.3 Limitations, shortcomings and causes 3.1.3.1 Main limitations and shortcomings of agricultural cooperatives - Slowly reorganize cooperatives operating under the Law - The majority of agricultural cooperatives currently only focus on agricultural input services - Many agricultural cooperatives are still confused in their activities - The formation of production and consumption link chains between farmers, farmer organizations and enterprises are still limited 3.1.3.2 Fundamental causes of the limitations and shortcomings of agricultural cooperatives - The awareness of agricultural cooperatives and their roles at all levels, branches and farmers themselves is not true to nature - The situation of capital and funds is still difficult - The quality of human resources is low - The legal framework and policy system supporting the development of agricultural co-operative is not appropriate and lacking in synchronism 3.1.3.3 Some orientations and solutions to develop agricultural cooperatives in the present period 3.2 Status of state management for agricultural cooperatives 3.2.1 Develop and implement strategies, projects and plans of the agricultural cooperative development Cooperative development, which is mainly agricultural cooperatives, is a major policy of our Party and State luan van thac si su pham, thac si giao duc ,ths xa hoi43 of 138 43 luan van thac si su pham, thac si giao duc ,ths xa hoi44 of 138 Immediately, after the war against the French colonialists and the land reform won, the 8th Resolution of the Party's Central Committee, plenum II in August 1955 set out the policy of developing the exchanging labour groups and building some pilot agricultural cooperatives In April 1959, 16th Central Conference, plenum II was officially decided the way, guideline and policy of agricultural cooperatives Central Committee Meeting, plenum VI in September 1979, Instruction 100 of the Central Secretariat on January 1981 solved basically the contradictions and the issues from the practice to the cooperative movement The innovative way promoted by 6th Congress has affirmed the development of multi-sector commodity economy in which the cooperative economy with agriculture cooperatives mainly has been affirmed that it gradually became the foundation of the national economy together with the state economy Resolution No.13-NQ/TW at 5th plenum of the Party Central Committee (plenum IX) has created a favorable environment for the cooperative economy and the agricultural cooperative development Congress X, XI and XII confirmed: continue to renew the content and operation mode of the collective economy and the agricultural cooperative development Concretizing that strategic direction, the State has issued projects and plans relating to the development of agricultural co-operatives 3.2.2 Promulgate and implement laws relating to the development of agricultural cooperatives The Cooperative Law was first promulgated in 1996 and amended in 2003 The Cooperative Law was issued the most recently on 20 November 2012 and became effective on 1st July 2013 This law is quite sufficient to help stakeholders in cooperative relationship understand rights and interests When cooperatives participate in socio-economic activities (especially business activities and workers' rights), there are many laws in adjustment The Decree directly adjusting agricultural co-operatives is Decree No.193/2013/ND-CP guiding the Law on agricultural cooperatives in 2012 luan van thac si su pham, thac si giao duc ,ths xa hoi44 of 138 44 luan van thac si su pham, thac si giao duc ,ths xa hoi45 of 138 The Circular 03/2014/TT-BKH, which directly guides the registration of agricultural cooperatives and the report mode of agricultural cooperative activities, was promulgated by the Ministry of Planning and Investment And the other involved circulars were promulgated, too 3.2.3 Promulgate and implement the development policies of agricultural cooperatives 3.3.3.1 Supporting policy for the cooperatives as provided in the 2012 Cooperative Law and the executing guidelines Article of 2012 Cooperative Law stipulates that the State has a policy of supporting cooperatives and cooperative unions For cooperatives, cooperative unions operating in the fields of agriculture, forestry, fishery and salt industry; besides enjoying the above policies of support and incentives, they also receive policies of support and incentives 3.2.3.2 Decree No 193/2013/ND-CP dated 21 November 2013 of the Government stipulates the support policies for cooperatives - Policy of training and retraining human resources - Policy of trade promotion and market expansion - Application of science, technology and new technology - Policy of accessing capital and development assistance funds - Policy of facilitating participation in the program - Policy of establishing new cooperatives and cooperative unions - Investment support for infrastructure development - Policy of allocating and leasing land - Preferential policy of credit - Policy of supporting seed - Support policy of processing products - Preferential tax policy 3.2.3.3 The supporting policy for cooperatives is stipulated in the Decision No.2261/QD-TTg dated on15 December 2014 of the Prime Minister about approving the cooperative development in the period from 2015 to 2020 - Set up and reorganize cooperative activities In addtion, the cooperatives operating in the field of agriculture, forestry, fishery and salt also enjoy the following support and incentives: - Support to investment the infrastructure development - Support capital and seed when facing with natural calamities and epidemics - Support to process products 3.2.4 Inspection, testing, supervision and handling violations in of agricultural cooperative operation The inspection and checking of Law implementation and relevant legal documents are paid attention to and carried out regularly and periodically in order to promptly detect and handle illegal violations However, the inspection and supervision work has not been fully implemented, mainly focused on amending and supplementing the contents of the charters, annual financial settlement, organizing the cooperative members' congresses and handling dissolution These activities are not strict and radical The settlement of the complaints, denunciations, disputes and handling illegal violations has mainly focused on land, economic contracts, tax policies or negative doubts in agricultural cooperative management 3.2.5 Organizing the state management apparatus for agricultural cooperatives According to the Cooperative Law in 2012, the Ministry of Planning and Investment assists the Government in the state management of cooperatives In addition, other ministries also have management functions for cooperatives engaged in production and business activities in various fields such as the Ministry of Agriculture and Rural Development, the Ministry of Transport, the Ministry of Industry and Trade, Ministry of Education and Training, State Bank in Vietnam today Accordingly, the local authorities also have agencies to monitor and advise on the state management of cooperatives, but mainly at the provincial and district level luan van thac si su pham, thac si giao duc ,ths xa hoi46 of 138 46 luan van thac si su pham, thac si giao duc ,ths xa hoi47 of 138 Although the functions and tasks are clearly defined as above, the practice of performing the tasks does not meet the requirements of management because the number of full-time staff is not enough 3.3 Evaluate the actual situation of the state management for agricultural cooperatives 3.3.1 The results - The ways, strategies, projects and plans to develop agricultural cooperatives are getting clear and clear - The establishment and improvement of the institution has created an important legal framework for agricultural cooperatives - The issuance and implementation of policies to support the development of agricultural cooperatives has contributed to promoting the establishment and development of agricultural cooperatives through periods - The inspection, testing, supervision and handling violations in the operations of agricultural cooperatives have contributed to ensuring the operations of agricultural cooperatives - The organizational structure and duty performance of the State management of agricultural cooperatives, on the one hand, ensured the effectiveness and efficiency of the state management in general, and on the other hand, improved the efficiency of agricultural cooperatives In addition, the work of training and fostering officers of agricultural co-operatives has been also directed to implement 3.3.2 The main limitations - The establishment and implementation of the plans to develop the collective economy, agricultural co-operatives in many localities have not been properly concerned , or have not included specific, accurate and close contents - The inspection, checking, supervising and handling violations in the agricultural cooperative operations have not been carried out in a simple, effective manner - There is no state agency in charge of managing cooperatives from central to local level 3.3.3 The fundamental cause of the limitations - There is not enough attention of the political system to the agricultural cooperative development - Cooperative economy zones in general, agricultural cooperatives in particular have fallen into long-lasting weakness due to the influence of the old cooperative model which is very serious and very difficult to change - Lack of resources, especially financial resource to support the development of agricultural cooperatives - The capacity and experience of the state management agencies and service providers for agricultural cooperatives have not met the requirements - The task assignment between the state management agencies and the agricultural cooperatives is not really clear Conclusion Chapter Chapter DIRECTIONS AND SOLUTIONS CONTINUING TO COMPLETE THE STATE MANAGEMENT FOR AGRICULTURAL COOPERATIVES IN VIETNAM 4.1 Viewpoints, goals and directions to complete the state management for agricultural cooperatives 4.11 Viewpoints 4.1.1.1 Completing the state management for agricultural cooperatives must be based on the basis of Marxism – Leninism, Ho Chi Minh’s Thought about agricultural cooperatives 4.1.1.2 Completing the state management for agricultural cooperatives must be based on the guidelines of the Party and the State on the development of co-operatives luan van thac si su pham, thac si giao duc ,ths xa hoi48 of 138 48 luan van thac si su pham, thac si giao duc ,ths xa hoi49 of 138 4.1.1.3 Completing the state management for agricultural cooperatives to promote the establishment and development of agricultural cooperatives 4.1.1.4 Completing the state management for agricultural cooperatives to improve efficiency and effectiveness of the state administrative management of agricultural cooperatives in general, of agriculture and agricultural co-operatives in particular 4.1.1.5 Completing the state management for agricultural cooperatives must be based on the reference and experience using in state management for agricultural cooperatives in the world and in the country 4.1.2 Goals to complete the state management for agricultural cooperatives 4.1.2.1 Organize good implementation of the Co-operative Law in 2012, develop the sub-law documents meeting the requirements of agricultural co-operative development 4.1.2.2 Create environment and favorable conditions for the lasting development of agricultural co-operatives 4.1.2.3 Overcome the current limitations and shortcomings in the state management for agricultural cooperatives 4.1.2.4 Increase the state regulation activities in the right direction and accordance with the law and improve the efficiency and effectiveness of the inspection, checking and supervision activities for organizing and operating agricultural co-operatives 4.1.2.5 Co-operative agricultures can adapt to the market economy and international integration development today 4.1.3 Directions 4.1.3.1 Strongly convert into tectonic and support agricultural cooperative development 4.1.3.2 Improve the efficiency and effectiveness of the state agencies from the central to grassroots in the agricultural co-operatives management 4.2 Solutions continuing to complete the state management for agricultural co-operatives luan van thac si su pham, thac si giao duc ,ths xa hoi49 of 138 49 luan van thac si su pham, thac si giao duc ,ths xa hoi50 of 138 4.2.1 Renovate the development of strategies, projects and plans to develop agricultural cooperatives In the strategies, projects and plans, it is necessary to identify: to develop agricultural co-operatives is to serve the socio-economic development of the country in order to meet the needs of the people, so that it should be expanded in all fields, branches and diversify forms of activities and by 2020 the goal is 5,000 agricultural cooperatives business effectively In localities, it must be linked with specific conditions and potentials, strengths of each region to develop agricultural cooperatives 4.2.2 Solutions to complete laws related to agricultural cooperatives - Amend and supplement the Decree No.193/2013/ND-CP on detailed provisions of some articles of the Cooperative Law in which there must be separate regulations of agricultural cooperatives - Specific provisions on cooperative audit, cooperative unions (under paragraph 3, Article 61 of Cooperative Law in 2012) - Detailed guidance on the implementation of the accounting system for agricultural co-operatives, co-operative unions - Regulation on adding tasks for the Assistance Fund of the cooperative development to perform tasks of credit guarantee and interest rate support for cooperatives, Cooperative Union 4.2.3 Solutions to complete the development for agricultural cooperatives 4.2.3.1 Finance - Develop a project to introduce models of new agricultural cooperatives and agricultural cooperatives operating effectively - Organize activities to support, consult and provide services - Collaborate with universities to develop the plan of training and retraining careers for the agricultural co-operative staff - Organize trade and product promotion, market expansion of product consumption and branding for agricultural products 4.3.3 For Vietnamese Social Insurance Revise and supplement the social insurance policy for agricultural cooperative staff 4.3.4 For academies and schools of training and fostering cadres and civil servants Provide the Party and State's guidelines, policies and laws of agricultural cooperatives in the training programs Conclusion Chapter CONCLUSION An agricultural cooperative is an economic organization with abstruse sociality of the crowed aggregation of farmers in the country, who are the labor force accounted for the largest proportion of society in developing countries Although there is a great role in the agricultural production and socio-economic development in rural areas, nowadays in the context of developing market economy and international integration, agricultural cooperatives in Vietnam are in difficulty with the prolonged weakness Therefore, completing the state management for agricultural cooperatives to promote the development of agricultural co-operatives in current conditions is very necessary and urgent It has to be based on Marxism -
