100 - 58 - 78 39 - 59 24 - 39 15 - 30 - 19 – 12 Reference No: DLM-IMP-TRE-WVO-J00-00017-E-1A Page 10/17 Project of Pilot Urban Railway Route in Hanoi City Method statement for Road subbase re-insatement c, Requirement Criteria of materials grade aggregate No Technical criteria Stabilized Aggregates Wearability Los Angeles of aggregate (LA),% ≤ 40 22 TCN 318-04 Bearing ratio CBR at compactness K98, 96 hours maceration , % 30 22TCN 332-06 Testing method Liquid limit (WL),% ≤ 35 AASHTO T89-02 (*) Index of Plasticity(Ip),% ≤6 AASHTO T90-02 (*) PP index = Index of Plasticity Ip x % of passing 0,075mm sieve mesh ≤ 60 Content of flat rhombic piece, % Compaction density ( Kyc ), % ≤ 15 ≥ 98 TCVN 1772-87 (**) 22TCN 333-06 (Method II -D) Notice: (*) Liquid and plastic limit is determined by testing with percent of passing 0,425mm sieve mesh (**) Flat rhombic piece has thickness or width 4,75mm and seize 5% mass of sample Content of flat rhombic piece is determined by average of results of each grain size CONSTRUCTION PROCEDUCE 8.1 WORKING FOLLOW Reference No: DLM-IMP-TRE-WVO-J00-00017-E-1A Page 11/17 Project of Pilot Urban Railway Route in Hanoi City Method statement for Road subbase re-insatement 8.2 DESCRIPTION OF WORK SEQUENCE  Prepare Construction  Prepare material Sub-base − Sub-Base Materials must be acceptable by consultant − Sub-Base Materials must be gathered to dump at the construction site to conduct the inspection, assess the quality of materials  Preparation of works − Sub-base materials shall only be placed if final layer of black sand material has been passed with the Field Density Test and has been accepted In any cases, if the preceding layer not meeting compaction requirement, such layer shall then be scarified, homogenized, given the adequate moisture and shall be compacted again in accordance with the required densities − For the foundation of the site work or the old road surface, to detect treatment thoroughly spoiled positions locally  Preparation for construction equipment: Fully mobilize major equipment such as dump truck, rollers, rammer, level machine and manpower  Sub-base construction − The Sub-Base material shall be placed and compacted by layers in accordance with technical requirement and full foundation of Sub-Base as shown on approved working drawings Since thickness of Sub-Base is 80cm layer and shall be spread in layers with un-compacted thickness up to 25cm Compaction shall be in accordance with specifications and using Roller or rammer Sub-Base material at the location where roller can not access shall be thoroughly compacted by use of mechanical rammer Care shall be taken to prevent segregation of the material into fine and coarse parts − Sub-base material shall be transported by dump truck and unloaded to the site and leveled by worker After unloading, the Sub-Base material moisture shall be checked by visual by the Engineer If material contains too much moisture to obtain required compaction degree, the material shall be dried out before compaction, if not enough moisture it will be sprinkled with water as directed by the engineer − Immediately following final spreading and smoothing, each layer shall be compacted to full width by approved roller, and shall continue until the entire surface has been rolled and each layer shall be compated to at least 98% of the maximum dry density as determined by procedure of compacting soil, ballast in laboratory 22TCN 333-06 − Any irregularities or depressions that develop shall be corrected by loosening the material at these places and adding or removing material until the surface is smooth and uniform At all places not accessible to the roller, the material shall be compacted thoroughly with approved tampers or compactors − The finished Sub-base shall not vary more than 15mm above or bellow the planned grade at any point, The thickness of the finished sub-base shall be not thiner than 15mm of the thickness requirement at any point QUALITY CONTROL Quality control shall follow Quality plan Doc No DLM–IMP–PPG–ZPQ–J00–00001–E project and is the part of this method statement “Inspection and Testing Plan” is attached in Appendix Reference No: DLM-IMP-TRE-WVO-J00-00017-E-1A of the Page 12/17 Project of Pilot Urban Railway Route in Hanoi City Method statement for Road subbase re-insatement 10 ENVIRONMENTAL, SAFETY AND HEALTH CONTROL Enviromental, safety and health control for subbase re-instatement must be refered to document that already approved: - Safety and Health Management Plan, Doc No DLM-IMP-PPG-ZSO-J00-00003–E/V - Enviromental Management Plan, Doc No DLM-IMP-PPG-ZSO-J00-00002-E/V - Traffic Management Plan, Doc No DLM-IMP-PPG-ZPO-J00-00004-E/V During construction process, the Contractor pays more special attention to safety issues on the construction site To achieve that, the Contractor implements the following works 10.1 HEALTH AND SAFETY CONTROL - Safety Management will follow “Plan of Safety and Health Control of the project” and as a part of this measure - Before and during the backfill, basic preventive measures will be fully implemented to avoid accidents or incidents Items to control safety are as follows: No Foresee accidents General Traffic accident Electrical accident Other works 10.2 Preventive actions • Before backfill, hold a meeting with the personnel on the purposes of generally explaining all work contents as well as how to construct effectively • Limiting speed (20 km/h) on the construction site • Vehicles must have signal instruction staff when going backwards • Arrange personnel in charge of turn signal at the entrances • Install adequate earthing for equipment with stringent requirements as welders and generators • Do not use the device with current exceeding capacity of the conductors and protective circuit breaker • Be sure to use the appropriate outlet for the outdoor power outlet •The welding is carried out with full suitable protective equipment as welding helmet, leather gloves, and aprons • Do not carry out welding work outdoor without shield when it rains • Conduct daily equipment inspection to confirm the equipment status Need to arrange proper lighting system when conducting work at night ENVIRONMENTAL CONTROL - Environmental control is followed “Environmental Management Plan for the project” and as a part of this method statement - Responsibility to protect surrounding environment will be implemented during construction process and complied with Conditions of Contract and Environmental Protection Law of Vietnam and other relevant laws such as Decree No.175/CP of the Government, Decree of guiding the implementation of Vietnam Environmental Protection Law, 1994 More attention is to control the following items: a) If the gathering time is longer than days, measure of covering anti-dust mesh will be considered b) All grounds of vehicles must be washed before moving Reference No: DLM-IMP-TRE-WVO-J00-00017-E-1A Page 13/17 Project of Pilot Urban Railway Route in Hanoi City Method statement for Road subbase re-insatement If there are any other problems arising on the construction site, preventive and remedial measures will be applied and proceeded immediately as quickly as possible These issues will be controlled in term of management by the respective Construction manager and in term of actual operations by respective Engineer 11.TRAFFIC CONTROL PLAN Traffic control plan shall follow “Traffic Management Plan” of the Project and is a part of this method statement 11.1 ALTERNATIVE FOR MACHINE AND VEHICLE GOING INTO AND OUT OF SITE - Construction plants and vehicles, especially heavy equipment i.e crane or drilling machine… going into and out of Site through lateral entrances shall be likely to cause unsafety and danger incidents and vehicle collision which affect the construction organization - To narrow the fencing area shall mitigate the rotating space for cranes and drilling machine Other construction equipment operating in too small space without sufficiently operational area shall put threat to labor safety - Pump truck shall not have sufficient stop area for concrete pumping - Vehicles going into and out of construction site shall not be cleaned, which as a result affect the environmental hygiene - Alternative for optimizing and minimizing the impacts during the construction shall focus on organization of on-road vehicle flow and on-duty construction machine and plants - Traffic volume on the alignment is very large; therefore the construction shall greatly affect the current situation of traffic flow During the construction especially when a large quantity of materials shall be delivered for the Works which resulting in the roadbed occupation, optimal alternative for traffic safety assurance shall be required Alternative for traffic safety assurance shall be submitted to local authorities and management units in order to determine the plan and time for transportation of large and heavy components, equipment as well as disposed materials By this way, it shall greatly mitigate the traffic pressure on the alignment - Motobike going into and out of Site shall transport in the proper entrance and be restrained to transport in the opposite lane and direction, which shall be cause the unsafety and traffic congestion Road users shall perform this task in the proper manner 11.2 ALTERNATIVE FOR TRAFFIC CONTROL CONSTRUCTION AND ROADBED OCCUPATION DURING THE - According to this alternative, we shall install the fence on the handed-over site by MRB after obtaining the permission for construction and roadbed occupation; to work with traffic management unit and relevant local authorities in agreement of traffic directional distribution; to take advantage of support by traffic management units and agencies to ensure the favorable and safety implementation of the Works - To install the fence to separate the construction area and traffic flow To propagandize to local residents in the neighborhood of construction site as well as take advantage of support by local people; at the same time to install the signboard upfront the interchange as warning to road users Construction during the night time shall be carried out within the entirely covered fencing area with installation of flashing lights in order to ensure the traffic safety outside Construction during the night time shall unavoidably cause the noise pollution Therefore, it is required to take compatible countermeasure; in case of great noise during the construction, based on the actual condition, noise Reference No: DLM-IMP-TRE-WVO-J00-00017-E-1A Page 14/17 Project of Pilot Urban Railway Route in Hanoi City Method statement for Road subbase re-insatement barriers shall be arranged Construction area is located near residential area; the works which can cause great noise shall be required to be carried out in the day-time -
