Quốc gia III thành lập theo Quyết định số 118/TCCB-TC ngày 10 tháng năm 1995 Bộ trưởng - Trưởng Ban Tổ chức cán Chính phủ (nay Bộ Nội vụ) có nhiệm vụ thu thập, bổ sung, bảo quản an toàn tổ chức sử dụng tài liệu lưu trữ có ý nghĩa toàn quốc từ Cách mạng tháng Tám năm 1945 đến Tài liệu lưu trữ Trung tâm Lưu trữ Quốc gia III tổ chức sử dụng rộng rãi cộng đồng Để bước hoàn thiện hệ thống công cụ tra cứu khoa học tài liệu lưu trữ, đặc biệt đem đến cho nhà nghiên cứu cách nhìn tổng quát nội dung phông tài liệu để từ tiếp cận công cụ tra cứu cụ thể liên quan đến đề tài nghiên cứu mình, tiến hành biên sọan sách Cuốn sách dẫn giới thiệu nội dung tổng quát toàn phông tài liệu lưu trữ thuộc quan, tổ chức quản lý Nhà nước Trung ương số địa phương từ năm 1945 tới thuộc nước Việt Nam dân chủ Cộng hòa trước đây, nước Cộng hòa xã hội chủ nghĩa Việt Nam Đối với phông có phần mục giới thiệu khái quát lịch sử đơn vị hình thành phông, cụ thể văn thành lập, tóm tắt chức nhiệm vụ, dẫn văn liên quan đến thay đổi chức nhiệm vụ tổ chức quan Trong phần lịch sử phông, có số lượng tài liệu tính theo mét giá đơn vị bảo quản (đơn vị bảo quản hiểu đơn vị thống kê tra tìm tài liệu lưu trữ Một hồ sơ đơn vị bảo quản, hồ sơ có nhiều tập tập đơn vị bảo quản) Thông tin lịch sử phông phần giới thiêụ tóm tắt nội dung tài liệu phông Ngoài có thông tin về: số lượng tài liệu, thời gian, tình trạng vật lý tài liệu… Điều cần lưu ý số phông mô tả có số phông tài liệu đóng, nghĩa quan đơn vị hình thành phông chấm dứt hoạt động, đại phận phông mở, nghĩa quan đơn vị hình thành phông tồn tại, hoạt động hàng năm phải giao nộp hồ sơ, tài liệu đến thời hạn vào bảo quản Trung tâm Lưu trữ Quốc gia III theo quy định Nhà nước Do số lượng thời gian tài liệu phông giao nộp Trung tâm khác nên phần giới thiệu tóm tắt nội dung tài liệu phông miêu tả nội dung thời gian tài liệu có phông bảo quản Trung tâm Các phông lưu trữ giới thiệu sách xếp theo tính chất tầm quan trọng đơn vị hình thành phông, cụ thể nhóm quan trung ương đựơc xếp trước, nhóm quan địa phương xếp sau Trong nhóm quan trung ương phông đựơc xếp theo lĩnh vực lớn, bao gồm nhóm như: quan lập pháp tức Quốc hội xếp trước đến quan hành pháp (Chính máy tính số phông tài liệu quan trọng phông Quốc hội, Phủ Thủ tướng, Bộ Nội vụ, Bộ Giáo dục… Đa số tài liệu Trung tâm thuộc diện sử dụng rộng rãi, Trung tâm xây dựng Danh mục tài liệu hạn chế sử dụng normal Available search aids: inventory I HISTORICAL BACKGROUND The Administrative Committee of Southern Vietnam (Uỷ ban hành Nam Bộ) was established as a regional level Administrative Committee in accordance with Decree No 63/SL issued by the Provisional Government of the Democratic Republic of Vietnam on 22 November 1945 This decree provided for the establishment of an Administrative Committee (Uỷ ban hành chính) in every region It was an agency responsible for both representing the people to the government and representing the government to the people In 1948, the committee was renamed a Resistance Administrative Committee (Uỷ ban Kháng chiến Hành chính) upon a reorganisation of government authority in the context of the Resistance War The UBKCHCNB was a government authority responsible for implementing government policy and leading resistance in the region In addition, according to circumstances, it was given authority over all activities taking place within the region II CONTENT SUMMARY The holdings provide information on the situation in the southern region during the Resistance War, as follows: the general records include Party and Government directives, annual plans and activity reports of the UBKCHCNB, as well as Zones 7, and and specialised agencies There are also records of conferences and meetings records, circulars, decisions and correspondence ; the records about internal affairs include summary reports of internal activities, political issues, public relations, and the exchange of prisoners with France There are reports about military operations, militia and guerillas, as well as documents on social security, tribunals and inspections, ethnic groups and religions, martyrs and wounded soldiers, emulation movements and service awards PERSONAL RECORDS (SƯU TẬP TÀI LIỆU XUẤT XỨ CÁ NHÂN – STTLXXCN) One of the most important holdings of Centre III of the National Archives is the Collected Personal Records Most of the materials were produced through the work and activities of famous individuals and scholars in the fields of culture, art, politics, government, social sciences and humanities There are more than fifty collections of personal archives preserved at Centre III with a total number of 7,000 files, or 63.3 linear metres The records cover a date range from 1919 to 1994 The materials have the following distinguishing features: various kinds of papers of different types and sizes; many of the records are manuscripts, including some written in such languages as Chinese, Vietnamese ancient demotic script (Nom), French, Russian, English, etc Generally, the physical condition of the materials is deteriorating: some are smeared, faded and torn Most of the documents have been catalogued and inventories are
