foreign talents that a new ‘knowledge-based economy’ would rely heavily on This Foreign-Talent Policy was made official by the Prime Minister then Mr Goh Chok Tong during his National Day Rally Speech in 1997 With the endorsement from the nation’s leaders, government agencies began introducing a series of new initiatives, while the private sector readily embraced the notion of employing foreign skilled migrants for obvious benefits Since the opening up of the People’s Republic of China (PRC) in 1978, a new wave of migrants known as the ‘new migrants’ have traversed to various parts of the world, particularly the developed countries where opportunities for self-development and movement to a higher social status are plenty As Singapore re-established its diplomatic ties with PRC in 1990, the new migrants began entering the island state, and this picked up steam when the Foreign-Talent Policy took shape As their number increased, their presence was soon felt by the locals For the PRC migrants, as they enter Singapore, several major challenges lie ahead Besides coping with their transmigratory experiences of being ‘home’ and ‘away’, they have to contend with the politics of difference staged by the locals as well As the PRC migrants develop transnational social fields, they draw on their transnational social capital and networks to negotiate between ‘home’ and ‘host’ societies, and thus create a ‘home away from home’ Resulting from these maneuvers, their diasporic identities were also subject to changes and reaffirmations Moreover, there is the dilemma of the PRC migrants’ ‘Chineseness’ when the complex social fabric of the Singaporean Chinese comes into picture On one hand, with Chinese being the dominant ethnic majority, PRC migrants’ ‘Chineseness’ should not be a hindrance but rather an asset in their transmigration to Singapore On the other hand, the Singaporean Chinese were never homogeneous, with factors such as colonial rule, nation building, long migration history of Chinese from diverse origins, different language medium educational background, and the process of localization, all contributing to their diverse identities PRC migrants find that the notion of ‘Chineseness’ could no longer be taken for granted, as their ‘Chineseness’ is constantly challenged by their encounters with different Singaporean Chinese Through careful manipulating and (re)negotiating, sometimes even (re)inventing their ‘Chineseness’, they were able to come to terms with their own diasporic identities that suit the flux of everyday life The careful employment of the above strategies have allowed the PRC migrants to keep their diasporic identities fluid and malleable, thus allowing them to take over the positioning of oneself politically iv 漂泊是我的家园，出发是我的还乡——郭宝崑《郑和的后代》 新加坡的中国新移民及其跨国移民经验之研究 （1990 年-2004 年） 第一章：绪论 第一节：研究缘起 新加坡共和国总理吴作栋在 1997 年的国庆群众大会上，特别提出了聚集人 才（talent）、使本国成为一全球化都市（cosmopolitan city）为最主要的全球化竞 争的政策之一。他指出，新加坡之所以繁荣，正是因为吸引了来自世界各地的人 才。新加坡要继续成为新加坡人安身立命的所在，必须吸纳世界各地的顶尖人才。 要在全球市场上占有一席之地，并成为一个成功的知识经济体，就需要人才资源。 故此，本国必须成为一个全球化的城市及开放的社会，以留住世界各地的人才。 自此，新加坡的“外来人才”政策便正式由政府所确立。 新加坡自 1819 年开埠之始，便一直是由移民来推动其发展。1965 年独立建 国的新加坡便是建设于此一移民社会基础之上。到了二十世纪九十年代末的“外 来人才”政策，本不脱其移民社会发展策略的本质。在这之中特别引起笔者兴趣 的则是，新加坡自殖民地时代至独立建国，占人口七成以上的来自中国的华人移 民，所产生的社会经济动能发挥了巨大的效力；而如今在这新一波的“外来人才” 浪潮中，来自中国的“新移民”继续在人数上发挥着重要的影响力。“新移民” 这一名词为中国官方用词，指 1978 年以来离开中国的人民，包括学生。2根据估 计，新加坡目前约有 30 万中国新移民，在媒体、金融、商业、高科技、教育、 文化等不同领域为新加坡做出贡献。3在新加坡这个总人口只有 400 万人的城市国 家，这批新移民的存在不但改变了一些社会面貌，在日常生活中对新加坡人（国 民）的冲击也不小，其融入与适应的过程，也是笔者探讨的焦点。 漂泊是我的家园，出发是我的还乡——郭宝崑《郑和的后代》 刘宏在新近出版的专著《战后新加坡华人社会的嬗变：本土情怀．区域网 络．全球视野》中，专章论述了中国新移民的现状，并提出了“跨国华人”概念。 他表示，目前美欧等地的新移民课题已有学者进行研究，而东南亚的新移民研究 仍缺乏专论。4笔者也以为，目前研究新移民的著作大多是以中国新移民作为少数 族裔及异质文化群体在西方社会的移民经验为主。由于新移民来的人数日多，隐 然已形成一个群体，同时他们在新加坡这个以华人为主流的社会，其文化适应与 融入过程与西方社会应能形成有趣的对比，这些都是促使笔者以新加坡的中国新 移民为研究对象的原因。 中国自 19 世纪中叶以降，华人移民开始大规模出现，虽然在 20 世纪中叶后 一度中断，但到了 20 世纪末，随着全球化的发展，又再次加入全球性的移民浪 潮。华人移民之所以显著，不只是人数的问题，也因为中华文化相较于西方文化 的差异性。著名文化研究学者 Ien Ang 即认为，在此新移民与当地社会交汇的过 程中，建构一同质性的身份认同意识是深刻地被质疑的，而其中最主要的原因即 文化因素，Cornel West 称之为“差异的新文化政治”（The new cultural politics of difference）。5这种差异的文化政治如何形塑新移民的身份认同，并最终影响他们 融入与适应新加坡本土社会，将是本文欲着手探讨的。 同时，新移民如何于其跨国经验中形成特定的跨国社会场域/空间 （transnational social field/space），6并充分运用其中的资源与网络以交涉其“四 海为家”（home away from home）7的处境，以及这种不断的交涉行为对新移民 身份认同的再发明，都是本文的关注点。 笔者希望本文在检视中国新移民的跨国活动、所建构的跨国网络及其散居性 身份认同的过程中，将能描绘出新移民的跨国移民经验，为今日人们日益感受到 的跨国而非驻足于一地的日常体验，作一参照作用。 第一章对华人移民的研究做一研究述评，并探讨本文将应用的理论框架和方 法论。第二章将就中国的移民概况及新加坡的人才政策作一回顾，以期勾勒新移 民来往中新两地的跨国移民轨迹。第三章将尝试理解新移民前来新加坡的原因， 并就其移民管道及初来乍到的适应过程探讨跨国资源与社会场域于此之间的作 用。第四章将聚焦于差异政治及认同策略如何形塑新移民的散居性身份认同。第 漂泊是我的家园，出发是我的还乡——郭宝崑《郑和的后代》 五章分析文化适应和身份认同的多重性如何让新移民交涉其华人性，并对新移民 目。Ronald Skeldon即认为，华人国际移民的显著不在其数字，而在其特性。8正 是这些特性使得接受移民的国家感受到移民到来的冲击。华人近来的跨国活动本 不是什么新兴现象，与此前不同时期的华人移民相较，有的只是特性的改变。 较早的理论是描述性质的。如王赓武教授的权威性理论所使用的“华商”、 “华工”、“华侨”、“华裔”的华人移民四大类型。9“华商”即华族商人及其 合作伙伴与员工暂居海外城市、港口从事贸易活动，时常往返中国与暂居地之间。 相较之下的“华工”则是指 19 世纪的契约形式的华人“苦力”，许多人在契约 结束后返回中国。“华侨”则用以泛指海外华人中，在海外侨居的中国移民。此 种概念是政治性质、意识形态性质的名词，涉及所谓的效忠对象。而“华裔”便 是在各新兴民族国家兴起时，选择放弃其侨居身份而在居留国家定居并认同于该 国家的类型。 近期的研究中，相较于“海外华人”这个可能被认为是中国中心（因为“海 外”一词）世界观的名词，“华人散居者”（Chinese Diaspora）这一名词则更被 广泛使用。但王赓武对“华人散居者”一词持保留的态度，认为它可能过度强调 “单一”性，而“单一的华人散居者”是不存在的。10只有在这一名词之前冠以 适当的形容词，即认识到有多种的华人身份，才更为有意义。 走着走着，怎么一种孤单的，边缘的感觉，那么熟悉地，从心底浮了上来，跟着我一直走到路的尽头。难道说，放逐久了，即 使原本也只能是一个隐晦的译本？——龙应台《干杯吧，托玛斯曼》 括或排斥之间的灰色地带，用巴巴的说法：“几乎（与我们）一致，但还不完全”。 换句话说，新移民矛盾的里面/外面的位置不只是新移民自己造成的，也是由“多元 文化”这一符号强加的。这种吊诡需要新移民与新加坡人双方更开放与细致的操作， 而不能只相信简单地强调多元文化就能解决问题。 至于就新移民这一课题可能可以进一步研究的地方，笔者认为，随着各种跨国 纽带的强化及新移民组织的出现，新移民正在形成一个跨国社群，而此社群对中国 与新加坡两地的联系与发展可能起什么样的作用，应是一个有趣的研究。另外，新 移民研究多集中于具备可携带性技术的专业人士，有关新移民劳工的研究应有助于 勾勒新移民的移民经验的整体面貌。最后，在当今的中国日益上升的民族主义情绪， 是否波及新移民群体，以及新移民的民族主义如何与东道国交涉，或可能产生严重 后果？联系到 20 世纪初的华人移民的民族主义，这两者的对比应是可行，也是有必 要的。 新加坡在独立建国近 40 年后，在新加坡占多数的华人经历了从散居性的身份认 同至已安定下来的新加坡华人，在新的华人移民开始大量涌入的情景下，双方展开 了华人身份、华人性进行交涉的一个独特场景，是仍在变动之中的事物。这其中可 能产生什么样的“第三文化”相信必定是有趣与令人兴奋的。 最后，要解决新移民与新加坡人之间的隔阂，让笔者引述王昌伟博士的文章《辫 子与龙头》中的一句话作为本文的注脚：“要剪掉辫子，抛开龙头（轻视与成见）， 需要的不只是进军什么市场这样的商业考量，还需要一颗谦卑、包容的，充满人文 意识的心。”9 90
