Trường Đại học khoa học Tự nhiên 11 Tóm tắt kết luận văn: Việt Nam đánh giá 10 Quốc gia có tính đa dạng sinh học (ĐDSH) cao Thế giới, với hệ sinh thái (HST) tự nhiên phong phú, như: hệ sinh thái cạn, hệ sinh thái đất ngập nước, hệ sinh thái biển… Sự đa dạng hệ sinh thái tạo nên đa dạng loài động thực vật dịch vụ hệ sinh thái Khái niệm dịch vụ hệ sinh thái sử dụng lần từ cuối năm 60 kỷ 20 Có nhiều định nghĩa khác dịch vụ hệ sinh thái: - Dịch vụ hệ sinh thái lợi ích mà người có từ hệ sinh thái (Đánh giá hệ sinh thái thiên niên kỷ, 2005a) - Hoặc Dịch vụ hệ sinh thái đóng góp trực tiếp gián tiếp hệ sinh thái dành cho thịnh vượng người (TEEB, 2010a) Dịch vụ hệ sinh thái dùng để giá trị sử dụng giá trị phi sử dụng hệ sinh thái Theo tiêu chí khác dịch vụ hệ sinh thái phân chia theo nhiều cách khác Trong luận văn này, dịch vụ HST phân loại theo chức Về bản, chức sinh thái HST VQG kết tương tác liên tục cấu trúc trình sinh thái Barbier (1994) đưa hệ thống phân loại chức VQG gồm nhóm là: - Chức điều tiết (regulation function) - Chức cư trú (habitat function) - Chức sản xuất (production function) - Chức thông tin (information function) Lượng hóa giá trị dịch vụ hệ sinh thái nói chung giá trị dịch vụ hệ sinh thái vườn quốc gia (VQG) nói riêng tiến hành giới từ năm 1970 kỷ XX Có thể nói, kết việc lượng hoá kinh tế vườn quốc gia ngày trở thành yếu tố đầu vào quan trọng cho việc hoạch định sách bảo tồn - Thứ nhất, thông tin giá trị kinh tế giúp cho nhà quản lý tính toán lợi ích chi phí phương án sử dụng tài nguyên khác nhau, từ lựa chọn phương án phân bổ tài nguyên thích hợp, mang lại lợi ích lớn cho xã hội cộng đồng - Thứ hai, việc tính toán giá trị kinh tế giúp cho việc lý giải hạng mục đầu tư cho bảo tồn lợi ích chung xã hội cho biết lợi ích tiền công tác bảo tồn - Thứ ba, nay, chi trả cho dịch vụ môi trường trở thành chế phổ biến nhiều quốc gia, dịch vụ môi trường từ vườn quốc gia có vai trò then chốt Để xây dựng chế chi trả dịch vụ bỏ qua việc tính toán giá trị dòng lợi ích môi trường, từ đưa mức chi trả chế phù hợp - Thứ tư, lượng hoá giá trị vườn quốc gia giúp cho trình hoạch định sách phát triển, cụ thể lựa chọn phương án bảo tồn hay dự án phát triển Ngoài ra, thông tin kinh tế giá trị vườn quốc gia góp phần hoàn thiện sở thông tin liệu vườn, liệu cập nhật thường xuyên giúp nhà quản lý có thông tin đầy đủ xác vườn có tai biến, ô nhiễm, suy thoái môi trường xảy thông tin hữu ích giúp xác định mức thiệt hại, từ đưa định quản lý thích hợp Xuất phát từ số vấn đề luận văn: “Nghiên cứu di ̣ch vu ̣ ̣ sinh thá i lượng giá kinh tế vườn quố c gia Tam Đảo” thực nhằm nghiên cứu hiê ̣n tra ̣ng cá c di ̣ch vu ̣ ̣ sinh thá i lượng hóa giá trị mô ̣t số dịch vu ̣ ̣ sinh thá i làm sở cho việc đưa định hướng sử dụng hợp lý tài nguyên thiên nhiên bảo vệ môi trường ta ̣i vườn quốc gia Tam Đảo Luận văn lựa chọn VQG Tam Đảo để nghiên cứu dịch vụ hệ sinh thái qua đánh giá trạng dịch vụ hệ sinh thái VQG Tam Đảo Bên cạnh đó, luận văn sử dụng số phương pháp lượng hóa giá trị kinh tế tài nguyên môi trường để đánh giá giá trị kinh tế VQG Tam Đảo Trên sở nghiên cứu trạng hệ sinh thái, dịch vụ hệ sinh thái Tam Đảo khuôn khổ luận văn luận văn lượng hóa giá trị kinh tế giá trị: Điều tiết nước, Giữ đất, Hấp thụ CO2, Phòng chống lụt bão, Bảo tồn, Thực phẩm (Rau su su), Giải trí du lịch Ước tính tổng giá trị đề tài lượng hóa VQG Tam Đảo 3878,874 tỷ đồng thời điểm nghiên cứu Đây kết lượng giá giá trị kinh tế, điều cho thấy thực tế tổng giá trị kinh tế VQG Tam Đảo lớn nhiều Qua đây, thấy giá trị, vai trò tầm quan trọng việc bảo tồn phát triển VQG Từ thông tin thực trạng hệ sinh thái, dịch vụ hệ sinh thái giá trị kinh tế VQG Tam Đảo, luận văn đề xuất số giải pháp nhằm bảo tồn phát triển bền vững VQG Tam Đảo như: - Phát triển du lịch sinh thái kết hợp với công tác bảo vệ môi trường, - Nghiên cứu áp dụng mức chi trả dịch vụ môi trường chế chi trả dịch vụ môi trường, - Xây dựng sở liệu phục vụ quản lý vườn quốc gia - Lồng ghép thông tin dịch vụ hệ sinh thái giá trị kinh tế dịch vụ hệ sinh thái vườn quốc gia chương trình giáo dục truyền thông - Tiếp tục triển khai công tác nghiên cứu dịch vụ hệ sinh thái lượng hóa dịch vụ hệ sinh thái VQG Kết nghiên cứu luận văn đưa cách nhìn nhận tổng quát giá trị hệ sinh thái, dịch vụ vệ sinh thái giá trị VQG Tam Đảo nói riêng VQG nói chung Bên cạnh đó, kết nghiên cứu tạo sở cho việc đề xuất sách, chế để bảo tồn đa dạng sinh học bảo vệ môi trường Ngoài luận văn đưa số kiến nghị sau: - Ecosystem services is benefits of human from ecosystem (Assessment Millennium ecosystem, 2005a) - Or ecosystem services is the contributing directly or indirectly of ecosystem to the well-being of human (TEEB, 2010a) In here, ecosystem services is used to refer the value of use and non-use of ecosystems According to the different criteria, ecosystem services is devided in many different ways In this thesis, the ecosystems services are classified by function Basically, the ecology function of national park ecosystems is the result of continuous interaction between the structure and ecological processes Barbier (1994) provided a classification system of the functions of the park consists of main groups: regulation function, habitat function, production function, information function Evaluating the value of ecosystem services in general and the ecosystem services of the national parks in particular have been conducted around the world since the 1970s of the twentieth century In other words, the results of evaluating the economic national parks increasingly becoming the important inputs for the formulation of conservation policies - First, the information of economic value enables managers to calculate the benefits and costs of the different alternatives resource using, then choose the plan to allocate resources appropriately, bring greatest benefit to society and the community - Second, calculating the economic value helps to explain the investments to preserve the interests of society because of the monetary benefits of conservation - Third, currently, paying for environmental services have become a popular mechanism in many countries, and environmental services from national park plays as a key role When building service payment mechanism, we have to calculate the value of the stream of environmental benefits, thereby making the payment and appropriate mechanisms - Fourth, the amount of the value of national parks will be usefull for process of policy making as chosing the conservation or development project In addition, information about the economic value of national parks also contribute to improve the data base information of the park, this data should be updated regularly and will help managers have complete information of the catastrophe, pollution, environmental degradation occurs, this information will be very useful to help determine the extent of damage, thereby making appropriate management decisions Starting from a number of problems in thesis: "Research ecosystem services and economic evaluation of Tam Dao National Park" was conducted to study the current status of ecosystem services and to quantify the value of a ecosystem services as a basis for making rational orientation using natural resources and environmental protection in Tam Dao national Park Based on current research status of ecosystems, ecosystem services of Tam Dao National Park and within the framework of the thesis, the thesis has been to quantify the economic value of values: regulating water, soil hold, absorb CO2, flood and storm safeguard, conservation, food (vegetables chayote), leisure travel Estimated total value of the subject quantified in Tam Dao National Park is 3878.874 billion at the time of the study This is just the result of evaluation of economic values In fact the total economic value of Tam Dao National Park is also much larger We also see the value, role and importance of the preservation and development of the park The thesis has proposed a number of measures due to conservation and sustainable development based on the status of ecosystems, ecosystem services and economic value of the Tam Dao National Park, including: (1) Development of eco-tourism combined with the protection of the environment (2) Study and apply the payment for environmental services and payment schemes for environmental services (3) Develop a database serve national park management (4) Integrate information on ecosystem services and economic value of ecosystem services national park in the education and communication (5) Continue implementation of research services and quantifying ecosystem services ecosystem of the park The results of thesis also provides a broader view of the value of ecosystem services and ecological protection value of Tam Dao National Park in particular and National Park in general In addition, the thesis also proposed policies, mechanisms for biodiversity conservation and environmental protection The thesis also gives some suggestions as follows: -
