Ở một số nước, tổ chức tiêu chuẩn hoá là các cơ quan chính thức hay bán chính thức của Chính phủ. Tại Việt Nam, tổ chức tiêu chuẩn hoá là Tổng cục Tiêu chuẩn Đo lường Chất lượng, thuộc Bộ Khoa học và Công nghệ. Mục đích của các tiêu chuẩn ISO là tạo điều kiện cho các hoạt động trao đổi hàng hoá và dịch vụ trên toàn cầu trở nên dễ dàng, tiện dụng hơn và đạt được hiệu quả. Tất cả các tiêu chuẩn do ISO đặt ra đều có tính chất tự nguyện. Tuy nhiên, thường các nước chấp nhận tiêu chuẩn ISO và coi nó có tính chất bắt buộc.
