agribusiness methodologies It should also be consistent with any national and Hue University requirements; • Assist the HCE staff with the preparation of the agribusiness supply chain/marketing topics for the selected training courses Comment on the draft programs and advise HCE how they can be strengthened; • Where required undertake meetings with Government agencies eg Ministry of Agriculture and Rural Development and other Institutions eg Universities to discuss the projects findings and implications for agriculture sector development in Viet Nam; • Present previously prepared research paper jointly authored by Lincoln and Hue to the ISHS Conference in Hanoi, and contribute to any Lincoln University development activities in Viet Nam (in agreement with the appropriate Lincoln University authorities) Outputs and Deliverables The Agribusiness Supply Chain Specialist and Lincoln Academic Manager will contribute to the following outputs: • HCE staff who know the features of agribusiness supply chains and their role in the agricultural sector; • HCE staff with the skills and knowledge to analyse agribusiness supply chains; • HCE staff with the skills to prepare high quality reports on agribusiness activities; • Description and analysis of agribusiness supply chains that operate in the four project provinces; • Publications and seminars about agribusiness and supply chains in the project provinces; • HCE staff with the skills and knowledge to develop agribusiness curricula; • Modified agribusiness curriculum at HCE that reflects the agribusiness situation in the Central Regions and best practice farm agribusiness, especially agribusiness supply chains, skills and methodologies; • Publications and seminars about agribusinesses supply chains in the four project provinces Deliverables The Agribusiness Supply Chain Specialist and Lincoln Academic Manager will contribute to the following deliverables: • Sections of project six monthly reports; • Milestone reports; • Sections of the publication on analysis of agribusinesses supply chains in the four project provinces 45 AGRIBIZ PROJECT 055/04VIE CONSULTANCY REPORT FOR LI (Ltd) Associate Professor Sandra Martin, Lincoln University Agribusiness Supply Chain Specialist and Lincoln Academic Manager ENHANCING SMALL FARMERS’ ACCESS TO AGRIBUSINESS SERVICES IN THE CENTRAL REGION (AGRIBIZ) (055/04VIE) AusAID Collaboration for Agriculture and Rural Development (CARD) Program Sept-Oct 2007 46 AGRIBIZ PROJECT 055/04VIE EXECUTIVE SUMMARY The consultant, Associate Professor Sandra Martin, Agribusiness and Supply Chain Specialist and Lincoln Academic Manager, had a very successful input during SeptOct 2007 This input comprised an eight day visit to the University of Hue to work on report writing skills, the agribusiness curriculum, the four training modules, and to further Lincoln University’s interests with the University of Hue She also attended a Conference on Supply Chains in Transitional Economies in Hanoi and presented a paper co-authored with Drs Xuan, The and Ha While in Hanoi, she also made contact with Dr Liet at Hanoi Agricultural University in order to identify potential joint projects between Lincoln University and Hanoi Agricultural University 47 AGRIBIZ PROJECT 055/04VIE INTRODUCTION At the initial briefing meeting, it was found that the Hue College of Economics (Hue) project leaders, Drs Xuan and The wanted to make a modification to part of the consultant’s TOR They felt very strongly that report writing for this visit by the consultant should focus on how to best position the training modules that were underway so that the quality and calibre of their training was recognised in the marketplace for small holder farmer training in the Central Provinces of Viet Nam They highly valued the agribusiness approaches that they had been exposed to by staff from Lincoln University and requested that the report writing activity focus on how best to showcase this approach so that it could serve as an introduction to their training modules While they recognised that the development of their applied research skills were important, they felt strongly that this activity should be sequenced after this task This request represented a modification to the first two tasks in the consultant’s terms of reference (TOR) However, the consultant considered that it was possible to meet their request while still meeting the substantive requirements of the TOR After consultation with the Project Manager from LI (Ltd), Stewart Pittaway, she suggested to the Hue team that the report writing focus be on a justification and showcasing of the approach that they have used in their training modules Such a report would still require high quality report writing skills, and would make use of material from the case study work that had been done It would also require the development of analytical skills if the training approach used was to be justified It was considered that this modification to the report writing focus represented a good compromise that was capable of meeting the needs of the clients Hue, LI (Ltd) and the TOR of the CARD project The body of this Report is structured around the tasks in the initial and modified TOR In Section 2.1, report writing activities are discussed, while Section 2.2 focusses on curriculum issues Section 2.3 discusses improvements in all the training modules for the training courses, while Section 2.4 discusses input into the agribusiness supply chain/marketing topics Section 2.5 covers the jointly authored paper in Hanoi and the contribution to any Lincoln University development activities in Vietnam Recommendations for any further academic input by Lincoln University (Lincoln) are made in the Conclusion 48 AGRIBIZ PROJECT 055/04VIE TASKS AND ACTIVITIES 2.1 Report Writing After agreement on the nature of the Report that would be written, three presentations were given by the Consultant, each of which was followed by three workshop sessions to progress the report writing The three sessions covered report development, report structuring and report writing and checking These were sequenced as part of the report writing process Each presentation was supported by handouts designed to increase confidence in report writing and to break the report-writing tasks down into manageable pieces Each workshop had a definable outcome, and at the end of the week, a heavily structured report was drawn up and the writing process begun Timelines were set for the conclusion of the report 2.2 Curriculum Issues At the meeting to discuss the curriculum, the group agreed that the Rural Development curriculum was well-developed, but as a result from past input by the rural development consultant, Dr Cahn, thought that this part of the curriculum might benefit from a bit of rationalisation to remove obvious overlap They were also satisfied with the economics part of their curriculum However, they recognised that the agribusiness curriculum needed better inclusion and showcasing They asked the consultant to provide background information on what agribusiness curriculum looked like in international universities The consultant provided this information, and in doing so, built on the input of the farm management consultant, Professor Woodford, on how curriculum are developed and progressed The consultant agreed to commit this to paper to provide further background evidence for the changes that they wanted to take to their curriculum authorities The group discussed other subjects currently in the curriculum and overlaps in them and how these supporting subjects might be rationalised to make way for the inclusion of the mainstream agribusiness subjects in the curriculum 2.3 Training Modules Drs Xuan and The felt strongly that the training modules that were underway needed to be better positioned This was to ensure that the quality and calibre of their training was recognised in the marketplace for small holder farmer training in the Central Provinces of Viet Nam With this in mind, they wanted to work towards a high quality publication of each of the training programmes, in order to better showcase their work The consultant used the report writing skills that had been developed in the previous two days to evaluate this process The group came to the conclusion that they needed to ensure greater consistency in the level of presentation in the reports 49 AGRIBIZ PROJECT 055/04VIE and greater rigour in some of the content They recognised that publication of training programmes required a significant lift in standard The consultant agreed to mentor them through this process and to provide feedback on the required standard for the Farm Analysis and Marketing/Supply Chain Modules and to request to LI (Ltd) that Dr Cahn be asked to review the two remaining modules in the same way Feedback was then given on the first two modules 2.4 Agribusiness Supply Chain/Marketing Topics More detailed feedback had been earlier given on the Agribusiness Supply Chain/Marketing topics prior to the Hue input The process used to assess the consultant’s comments for this module (and for other modules) was disappointing, and as a result, a more rigorous process of quality control was set up by Dr The and Dr Xuan to ensure that future modification of the training modules was done to a higher standard 2.5 Lincoln University Development Activities The consultant explained the changes at Lincoln to Dr Xuan and Dr The This covered the setting up of the Centre of International Development and the consultant’s role as Director of this Centre She signalled Lincoln’s continuing commitment to this area and to maintaining an on-going relationship with valued private sector partners, particularly LI (Ltd) She met with Dr Toan, President of Hue University, Dr Phat, Rector of the Hue College of Economics, and Dr Xuan, Dean of the Faculty of Economics and Development Studies (FEDS), and presented the letter from the Lincoln Acting VC reiterating the value that Lincoln placed on its relationship with Hue and its wish to strengthen its relationship with Hue through on-going defined projects Dr Toan reiterated Hue’s continued commitment to building on the present relationship The consultant had further discussion with Dr Xuan on how this relationship might be strengthened through on-going defined projects Dr Xuan explained that FEDS had been allocated USD 0.5 million for capacity development in training and research in agribusiness and natural resource/agricultural economics He explained that he was required to have two overseas partners in this venture, and said that he wanted to work with Lincoln on agribusiness, and another partner, hopefully, the University of Wageningen (LEI), on economics The consultant undertook to try to help to build a desired three way relationship The World Bank project is scheduled to begin in 2008 and run for four years It was agreed to refine the scope of Lincoln’s involvement at the end of 2007 At the Conference in Hanoi on Supply Chains in Transitional Economies, the consultant presented the paper jointly authored by herself, Ayyamani Jagadish, and Drs Xuan, The and Ha from Hue University This paper was refereed prior to acceptance and will appear in the international journal Acta Horticulturae The 50 AGRIBIZ PROJECT 055/04VIE paper demonstrated that the case study work done by the staff at FEDS was of a very high standard The paper was received well and Dr Xuan and the consultant made good contacts at the conference, which will be of benefit to both Lincoln and Hue universities Dr Xuan and the consultant made contact with three staff from LEI, and through these contacts, they will jointly contact the appropriate people at LEI to determine whether they would like to be involved in the follow-on project in the area of agricultural and resource economics When presenting the paper, CARD was fully acknowledged, and the CARD presence was quite obvious and highprofile with a number of CARD projects being showcased through papers that were presented The consultant attended a meeting at Hanoi Agricultural University (HAU) with Stewart Pittaway from LI (Ltd), and Dr Liet and three of his staff The purpose of this meeting was to discuss specific projects that Lincoln and HAU might engage in They include a short course in agribusiness, with a possibility of further work in training, curriculum and research in animal and veterinary science, business and financial management and natural resource and environmental management The consultant will follow-up on these issues with Lincoln University The facilitation of this meeting by Stewart Pittaway from LI (Ltd) was very much appreciated by both Lincoln and HAU CONCLUSION AND RECOMMENDATIONS The Consultant felt that this input was very successful and that a lot of progress had been made on many fronts at a time when the staff at Hue were very busy She was very grateful for their commitment and input, which allowed the visit to be an extremely productive one She was also very appreciative of the opportunity to attend the Conference, which helped to profile both Hue and Lincoln Universities She was also grateful for the support from LI (Ltd) at all stages of this input In the final review of the project from an academic perspective, Drs Xuan and The suggested that two further inputs would be helpful if this was in line with the project terms of reference and if financially feasible The first was the planned input by Dr Cahn to work with them on the M and E framework for their training programmes and to assist in reviewing the remaining two modules They felt that a further input on applied research skills would be appropriate after that In particular, they would like consultancy help to begin the process of working some of their case studies into a textbook form that can be support their training programs and curricula In the consultant’s view, this is a very worthy research objective, and one that has academic merit and credibility It is not clear to the Consultant whether this forms part of the remaining milestones that need to be achieved, but it is recommended that this further input into the project occurs if AGRIBIZ PROJECT 055/04VIE APPENDIX AGRIBUSINESS TRAINING AND RURAL DEVELOPMENT ADVISER TERM OF REFERENCE Background The project Enhancing Small Holders Access to Agribusiness Services in the Central Region of Viet Nam is funded through the Australian Agency for International Development (AusAID) Collaboration for Agriculture and Rural Development (CARD) program CARD is designed to assist the Ministry of Agricultural and Rural Development (MARD) contribute to the Outcomes expected from the Government of Vietnam's Comprehensive Poverty Reduction and Growth Strategy (CPRGS) and has the following goal and purpose: Program Goal: To increase the productivity and competitiveness of Vietnamese smallholder agriculture and related rural enterprises Program Purpose: To develop and apply agricultural knowledge and technologies that address constraints to productivity and competitiveness Agriculture is defined to include agriculture, livestock, fisheries and forestry Agricultural knowledge refers to knowledge about the scientific, technical and economic aspects of production in these sectors while technologies refer to identifiable technical or management opportunities to change existing production methods Related rural enterprises are defined as including activities of government, private sector or non-government organisations or institutions involving the provision of inputs to or dealing with the products of agriculture, livestock, fisheries or forestry CARD is a funding facility that supports collaborative agriculture and rural development projects involving Vietnamese and Australian Institutions The total value of projects supported during rounds (Round 3-6) over the 2004-2010 period is expected to be A$22,75m., including an AusAID contribution of A$13,65m Australian Institutions and Vietnamese Institutions are expected to contribute 25% and 15%, respectively of total project costs The results expected from CARD include: • Innovations adopted by smallholder agriculture 56 AGRIBIZ PROJECT 055/04VIE • Improved productivity and competitiveness of the agricultural sector • Stability through agricultural diversification • Knowledge products developed to support agricultural information • Further research capacity development of Vietnamese agricultural and rural development institutions In addition, CARD will assist MARD to institutionalise a "best practice" contestable process to plan, manage, monitor and evaluate the agricultural research and development program Enhancing Small Holders Access to Agribusiness Services in the Central Region of Viet Nam project features: Developing the agribusiness capacity of the Faculty of Economics and Development Studies (FEDS) at the Hue College of Economics (HCE) to act as a strategic resource for rural development in the Central Regions of Viet Nam is the purpose of the project Livelihood improvement for the small holders, including ethnic minorities, is constrained by their lack of agribusiness skills and also by the lack of agribusiness skills of the provincial extension staff The project methodology is for the Australian partner, Lincoln University, to develop the agribusiness and applied research skills of the FEDS staff over a three year program The capacity building program will include three major phases: a survey to determine the agribusiness needs of small holders and provincial staff in four Central Regions provinces Nghe An, Quang Ngai, Thua Thien Hue and Kon Tum; development of training courses for small holders (including women and ethnic minorities) and provincial extension agencies a well as the development of an agribusiness program curriculum at HCE; delivery of training courses for small holders and provincial agencies including the development of the capacity of the provincial agencies to deliver effective agribusiness training courses for small holders Project outputs will include: FEDS will improved applied research skills and agribusiness teaching, research and consultancy skills, HCE with an improved agribusiness curriculum; provincial agency staff with enhanced agribusiness skills and able to deliver agribusiness training for small holders; small holders with better agribusiness skills and supported by more effective provincial agencies The Project Outputs are: 1.0 The development of the agribusiness skills and knowledge and the applied research skills of the HCE staff that will strengthen agribusiness teaching, research and consultancy activities at HCE 2.0 To identify the agribusiness skills and knowledge needs of small holder farmers (especially from ethnic minority groups) in Kon Tum, Thua Thien Hue, Nghe An and Quang Ngai provinces and assist the development of a programs that will enable them to improve their livelihoods 57 AGRIBIZ PROJECT 055/04VIE 3.0 To develop the capacity of provincial agricultural extension and service staff in agribusiness skills and methods that will enable them to more effectively contribute to smallholder (including women and ethnic minorities) livelihood improvement Activities to be Undertaken These are the activities that Dr Cahn will undertake during her October input, and through NZ-based activities in 2007 Monitoring and Evaluation Frame work Dr Cahn’s main role is to work with HCE staff to establish a Monitoring and Evaluation (M&E) framework for the Agribiz project that will provide the basis for measuring effects and impacts (expected and unexpected) of the project in order that Agribiz stakeholders learn how project activities could be improved, and that reporting data for monitoring the achievement of project objectives is available In the remaining “life” of the Agribiz project the M&E focus will be at ‘levels’: i The agribusiness skills and knowledge development of HCE staff, ii The training of extension service providers in terms of management of the training program, design and delivery of the courses, and the impact of the courses on extension service providers (eg extension staff’s learning, development, and change in work activities) iii Effects/impacts of the training of extension service providers at the farmer level Dr Cahn will: • Develop with HCE staff an overall M&E framework that provides the basis for assessing achievements and impacts at the three levels (above) • Develop with HCE leadership a method that enables the agribusiness skills and knowledge of HCE staff to be benchmarked (retrospectively), and then enable improvement in agribusiness skills and knowledge to be assessed • Assist HCE staff responsible for the delivery of the training courses to develop an evaluation system for the courses that assesses the quality of the courses, including what has been learned, what helped or hindered the participants’ learning, whether objectives were met, and how the courses could be improved for the future • Review the course evaluations completed to date and advise how the system can be strengthened and the results used to further develop/improve the courses and the training/learning • Assist HCE staff to assess the change in learning and competencies, and the change in the work activities, of the extension service providers as a result of the training courses This process needs to recognise the geographic spread of project provinces and communication difficulties • Assist the HCE trainers to develop a method for assessing the changes at farm level due to the Agribiz program of training extension service providers, and training for farmers 58 AGRIBIZ PROJECT 055/04VIE Curriculum Development Dr Cahn will assess progress with the preparation of the content of the rural development, project planning etc subjects and ensure crosscutting themes of gender, participation, environment etc are included in these subjects Conference Paper/Publications Dr Cahn will discuss with HCE staff the possibility of developing a conference paper or publication on the process of designing and implementing M&E of the training program Outputs and Deliverables The Rural Development and Training Specialist will contribute to the following outputs: • HCE staff who know the features of rural development its role in the agricultural sector; • Publications and seminars about rural development features in the project provinces; • HCE staff with the skills and knowledge
